Description
The Space and Naval Warfare Systems Center, San Diego intends to award a sole source contract modification to N66001-05-D-6040 with Science Applications International Corporation (SAIC) of San Diego, CA under the authority of FAR 6.302. This proposed modification is being processed as sole source to SAIC in order to avoid duplication of costs/delays that any other contractor would require. The contract was awarded under the authority of FAR 6.302-1(a)(2) and provides for research, analysis, and development of the global radiological and nuclear (RN) countermeasure architecture necessary to prevent or deter an RN attack in the US with an emphasis on pre-event detection and reporting. The proposed modification will extend the contract ordering period from 15 July 2005 through 30 September 2006 to 15 July 2005 through 15 December 2006 and make the following additions to the contract statement of work: (1) Analyze and develop process models for operations at various US and foreign ports of entry including seaports, airports, shipping mega-ports, rail and vehicle border crossings. (2) Concentrate on refining the development methodology to include an expanded detailed risk analysis to cover the global radiological and nuclear countermeasure infrastructure including related policy and regulations. The contractor will be part of a Quick Reaction Team, responding to urgent requests related to effectiveness, development, deployment and maturity of both existing and proposed architecture solutions. (3) Conduct further studies into detector modeling, operational analysis, ports of entry analysis and configurations, active imaging and screening tools, and data fusion techniques for increasing the probability of detection. The proposed modification will increase the labor hours by 19,950 labor hours. The North American Industry Classification Systems code is 541710. This notice of intent is not a request for competitive proposals. See numbered notes 22 and 26.
