- The Environmental Protection Agency (EPA), Office of Administration and Resources Management (OARM), Information Resources Management Division (IRMD) located in Cincinnati, OH, has a requirement for the operation and management of the National Service Center for Environmental Publications, the largest repository of Agency hardcopy and electronic publications. The Performance Work Statement specifies certain work to be performed at EPA's facility at 11029 Kenwood Road, Kenwood, Ohio, (a suburb of Cincinnati). All other work shall be performed at non-government (contractor?s) facilities. Prospective offerors will be provided an opportunity to visit the site of the EPA facility, the details for which will be described in Section L of the solicitation. The contractor shall manage and perform the day to day operations of a centralized publications repository and access service, convert printed publications into scanned digital images, and operate a central publications ordering center. The contractor shall: Respond to program requirements for all EPA client program offices, including requests for EPA publications through automated publication request systems, e.g., phone, fax, email systems made available 24 hours a day; Operate the distribution center through the receipt, storage, care, issue, packaging and shipment of EPA publications worldwide; Monitor the client program office requirements against the external demand from the public for program publications; Create, edit and routinely update mailing lists for EPA client program offices; Convert hardcopy publications to digital media, edit and routinely update the database of electronic publications; Design, format and prepare for printing (but not print) EPA's annual National Publications Catalog and other publications as directed periodically under the contract. More specifically, the contractor shall perform the following tasks: - Receive and off-load publications; properly handle, process and route material; inspect all incoming documents and; route those publications to storage. - Maintain the publications inventory within the NSCEP facility: warehouse, inventory, transport and ship publications. - Distribute publications, record, track and ship orders. - Provide and periodically update a maintenance plan for Government Furnished Property. - Manage inventory. - Operate publication order-taking systems, including phone orders and internet orders. - Scan and convert hardcopy documents into electronic format using Government-furnished publishing software and store documents in existing EPA database. - Design, format, develop, and disseminate annual EPA Publications Catalog and informative documents relating to the NSCEP services. - Provide limited training support to acquaint program client representatives with services and products available to them under the contract. - Provide monthly, quarterly, and ad hoc reports as required. - Update and maintain Government-furnished mailing lists. Services explicitly excluded from the Performance Work Statement are document editorial services, operation of Internet/Intranet sites, and IT development services. The contract will be a follow-on to current EPA Contract no. 68-C-01-139 with Labat Anderson. The solicitation will be issued on a full and open competitive basis. The applicable NAICS code is 519190. EPA anticipates the award of a Firm Fixed Price, term type contract with one cost reimbursable line item for special shipping. The period of performance includes one, 12-month base period, plus four, 12-month option periods. Solicitation No. PR-CI-06-10376 will be issued on or around 4/15/06 and close approximately 30 days thereafter. It will be available on the Internet at www.epa.gov/oam/cinn_cmd. Interested parties are expected to download the solicitation and subsequent amendments from the web site. Hard copies will not be distributed. It is the responsibility of potential offerors to frequently check the site for amendments. All responsible sources may submit a proposal which will be considered by EPA in accordance with the evaluation criteria set forth in the solicitation. Contract award will be made in accordance with FAR Part 15, Contracting by Negotiation. See numbered note 26.
