- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation PR-NC-06-10317 is being issued as a Request for Quote (RFQ).The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-07 effective February 2, 2006. This procurement is Full and Open Competition. All responses from responsible sources will be fully considered. The NAICS Code is 541512 Computer Systems Design Services. This action is for support to provide interactive kiosks for the EPA lobby. This requirement is Firm Fixed Priced including the following CLINS. CLIN 0001- Floor Standing Kiosks including keyboard (stainless steel) with17" Plasma Screen Qty- 2, CLIN 0002 - Floor Standing Kiosks including keyboard (stainless steel) with 60" Plasma Screen (Qty- 1) CLIN 0003- Kiosks Installation Service, CLIN 0004- On Site Maintenance Services, CLIN 0005 - Dell PCs (Qty - 4),OPTION CLIN 1001 - On Site Maintenance Services and OPTION CLIN 2001- On Site Maintenance Services. Contractors are invited to provide their own CLIN structure incorporating all requirements. The requirements shall include the following: The EPA requires a turn-key, production kiosk solution that is configured, installed and maintained by a kiosk hardware and software vendor. A kiosk software product, which requires no expertise in Java, C++, or any other programming language is required. The EPA requires a flexible, robust kiosk solution which can deliver general information, video clips, DVD presentations, database lookups, surveys, Power Point presentations, video-conferencing and TV satellite signals via both end user launch sequences as well as system scheduled launch sequences. Upon installation, the touch buttons as shown in the attachment kiosk.ppt will bring up: the EPA intranet page, CNN video feed, a DVD Presentation, a Power Point presentation. The system needs to be able to have a PC technician - who is not knowledgeable about software development - easily add additional buttons or remove existing buttons in real-time as required (e.g., add a button for Science Forum web page or IPTV Broadcast; remove CNN button). The Presentation button needs to bring up subcategories to display the multiple presentations available to run on the kiosk at any given period of time. This subcategory list will allow a customer to launch and view a presentation in real-time, then have the system return to the default page when complete. The presentation button needs to be easily configurable by local PC support staff so that we can add, change, remove or edit display times of presentations when required (e.g., have presentations run once every 30 minutes instead of every 15 or have a presentation run only once a day at noon). Kiosks automatically power down each evening at 5pm and power up at 7am each morning with no user intervention. The kiosk software will also be able to run an IDLE routine which will launch a pre-configured, scheduled function (e.g., CNN, DVDs, Power Point presentations, IPTV broadcast) then return to the default page when complete with no end user intervention. This means that once a scheduled function(s) has run, the system will re-display the default page with no end user intervention. All buttons (top, bottom, left side, right side) shown in Kiosk.ppt must be customizable to show different content. No programming languages need to be known by the individual who add/removes buttons, or who manages and changes kiosk content. The CNN Broadcast will be shown in the Content Presentation Area, it will NOT be shown full screen. The kiosk software must support ATI Radeon video cards for displaying the CNN broadcast. When displaying the EPA intranet, we need the navigation and status bars to appear. The touch screen layout must be configurable so that we can easily switch the default page from Option 1 to Option 2 as shown in kiosk.ppt. Installation, documentation and training on how to use the kiosk software to manage content and buttons are to be included. The kiosk software configuration will be set up on 4 production and 2 test systems (EPA has 2 kiosk PCs currently installed which will run the kiosk software requested by this solicitation). The hardware configuration of the 2 kiosk PCs installed at EPA is: Window XP SP2, 40 GB IDE ATA/ATAPI controllers, GX270, Pentium 4 CPU 2.4 GHZ, 512 MB od RAM, Ati Radeon 8500 all in wonder video card. This will require 6 copies of the kiosk software. Next day support for hardware repairs and software problems must be provided. A 1-800 technical support line for kiosk questions and problems on both hardware and software must be provided. Hardware and software support will be required beyond the first 12 months. EPA will provide the content behind the customizable buttons. The kiosk software developer must provide the capability to easily customize buttons and the ability to add/remove buttons as needed. Note: also see attachment entitled "Agency Personal Identity Verification Procedures for Contractor Personnel" on http://www.epa.gov/oam/rtp_cmd/ regarding security requirements. The delivery for this requirement is on or before April 30, 2006. The place of performance for delivery and installation is Research Triangle Park, NC. Solicitation Provision at FAR 52.212-1, Instructions to Offerors-Commercial Items is hereby incorporated by reference. Solicitation Provision FAR 52.212-2, Evaluation -Commercial Items is hereby incorporated. The evaluation criteria to be included in paragraph (a) of provision 52.212-2 is as follows: The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The Government intends to evaluate offers and make award without discussions. The following factors shall be used to evaluate quotes: Technical Capability, Past Performance, Delivery, Appearance and Price. 1). Technical Capability will be evaluated by how well the proposed products meet the agency's requirement. To ensure your quote can be evaluated the following should be included: List of functions provided by the software, data flow scenarios for software function (e.g. user touches CNN button; no user interaction for 30 minutes; how will buttons be configured by on-site staff?; How will software return to default screen?, and Software packages used to develop, support and maintain kiosk software. 2). Past Performance refers to how well your company has performed similar work in the past. The Government will evaluate the submitted past performance information and may use information from other sources to review vendors ability to perform the contract successfully. Quoters should provide references for their past performance, at least three for work performed similar in size and scope over the last three years. 3). Delivery. The Government will evaluate the delivery schedule based on meeting the time-line in the Statement of Work. More consideration will be given to those that propose for faster completion. 4). Appearance. The Government will evaluate the appearance based on conformance to the lobby's stainless steel environment. The aesthetics of the proposed equipment should compliment the existing feel of the lobby. 5). Price will also be evaluated for this requirement. The government will award on the basis of best value.
