- NASA/GSFC has a requirement for the development of a Palsma Wave Antenna Design for Salr Probe with the high temperature testing of material coupons and thermal model of the antenna and the building of the Antenna Thermal Model. NASA/GSFC intends to purchase the items from Lockheed Martin Space Systems Company, Co (LMSSC). In accordance with the requirements of FAR 13.106, for the acquisition of supplies and services determined to reasonably available from only one source. LMSSC has a high intensity Vortex Lamp Facility which can illuminate test samples or coupons at light intensities. LMSSC is the only entity that has performed thermal property characterization test of C-C type materials for NASA, using the Vortek test Facility. LMSSC is the only space system company with and in-house Vortek test facility. LMSSC has proven expertise reagarding the use of various materials at high temperatures and high vacuum. LMSSC Vortex Lamp can simulate environmental conditions for the plasma wave antenna during perihelion (r~4Rs) for Solar Probe. LMSSC has an in-depth knowledge of Solar Probe and design goals for the antenna being developed. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 16, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
