- This is a combined synopsis/solicitation for a commercial item, prepared in accordance with FAR 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. To respond to this solicitation, Offerors are requested to provide a quote that entails a written proposal and a price quote. Your offer must be submitted no later than 3:30 pm on March 9, 2006. The U.S. Nuclear Regulatory Commission (NRC) is not responsible for technical difficulties associated with fax transmissions. The late quote or late offers provisions in FAR 52.212-l(f) shall apply. Late quotes shall not be considered. All offers shall be addressed as follows: U.S. Nuclear Regulatory Commission, Division of Contracts, ATTN: Paulette Smith, RFQ No. HR-38-06-381, 11545 Rockville Pike, Rockville, MD 20852-2738. Solicitation No. HR-06-381 herein is issued as a Request for Quotation (RFQ). This RFQ is for full and open competition and the North American Industry Classification System Code is 541612. The NRC intends to issue a Commercial Item, Fixed Price contract with a period of performance of two years. The procedures under FAR Subpart 13.1 are applicable to this RFQ. The evaluation and selection process under Subpart 13.1 permits Federal agencies to compete the procurement without engaging in discussions or requesting final revisions with any or all offerors without further notice. However, the agency may elect to discuss and request revisions from only one offeror or any number of offerors without further notice. The NRC reserves the right not to award a contract or issue an order. The NRC also reserves the right to cancel this RFQ. BACKGROUND?The NRC is anticipating a continued period of increased activity in the area of benefits administration and counseling due to the large number of employees eligible for retirement. This will increase the need for employee counseling and administrative assistance to compute retirement credit and estimated annuities. SCOPE OF WORK?The contractor will provide advice to individual staff members on retirement plans and in other areas including CSRS, CSRS Offset, social security, thrift savings plan, health insurance, life insurance, federal long term care, spouse equity laws, and FERS. The contractor shall compute the projected annuity amounts under several retirement dates so that retirement timing may be maximized. The contractor shall obtain the information necessary to perform this service from conducting in-person interviews, examinations of Official Personnel Folders at the office locations (NRC Headquarters) in One White Flint North (OWFN) and Two White Flint North (TWFN), and other sources as appropriate (e.g., Social Security Administration, other agencies where the NRC employee worked previously, etc.). Using this data, the NRC employee or the NRC Benefit Specialist will provide the contractor the names of NRC employee who indicate an interest in retirement information along with information provided by the NRC employee. In addition, the contractor may be involved with conducting open seasons for health insurance, life insurance thrift savings, and FERS. The contractor will be provided access to Official Personnel Folders at each location, Retirement benefit analyses will be computed using ?Government Retirement & Benefits? software. The contractor shall be required to provide a detailed written analysis. When a detailed written analysis is required, the document shall include, as a minimum: (1) Service Summary, which shall include the following: (a) Effect of waiving military retired pay; (b) Review of records for correct placement in any of three retirement systems (CSRS, FERS, and CSRS Offset); and ( c) Review civilian and military service and compute service computation date. (2) Benefits Summary, including Retirement and Survivor Benefits, which shall include the following: (a) Estimates of survivor benefits and their cost to retirees; (b) Estimates of deposit and redepost amounts, and reduction from the annuity if they are not paid; ( c) Supplements under FERS; (d) Efffect of sick leave, as projected to proposed date(s) of retirement for employees with current or former service under CSRS; (e) Disability and ?early out? retirement benefits; (f) Supplemental payments under FERS; and (g) Alternate forms of annuity. (3) Computations, which shall include the following: (a) Calculation of ?HighThree? average salary; (b) Computation of retirement credit for part-time work; and ( c) Calculation of estimated annuity under special rules for law enforcement personnel. The NRC will provide office space, a computer, and a telephone at OWFN and TWFN. ORDERING PROCEDURES?The orders placed under this order will generally be made by E-mail or oral solicitation without a written confirmation by the Government. Such orders are hereinafter referred to as calls. Each call placed against this order will be assigned a sequential call number. The Government is obligated only to the extent of authorized requests made under this order within the terms and conditions specified herein. Services shall normally be requested on a per call basis with a three-day notice provided. Only the Project Officer, Contracting Officer, and other individuals designated by the Contracting Officer are authorized to place calls under this order. PERIOD OF PERFORMANCE?The period of performance shall be for one (1) year with the option to extend for an additional one (1) year period. The resulting purchase order shall not exceed two (2) years. AWARD AND EVALUATION OF PROPOSALS?(a) By use of numerical scoring techniques, proposals are evaluated against the evaluation factors specified below. These factors are listed in their relative order of importance; (b) The Government intends to award a purchase order resulting from this request to the responsible offeror whose proposal represents the best value, as defined in FAR Part 2.101, after evaluation in accordance with the factors listed below; ( c) The Government may: (1) Reject any or all proposals if the action is in the Government?s best interest; (2) Waive informalities and minor irregularities in proposals received; and (3) Award to the lowest offeror. EVALUATION CRITERIA?The NRC shall evaluate a proposal from the perspective of technical merit, qualification of proposal key personnel and demonstrated evidence of satisfactory past performance on similar types of services provided to other Government agencies. The proposal must provide sufficient information about each criterion so that a complete evaluation can be accomplished. CRITERIA 1. CONTRACTOR EXPERIENCE AND PAST PERFORMANCE (60 POINTS). The offeror shall clearly demonstrate to the NRC that they have the resident corporate experience necessary to perform this work without a learning and education period and process (other than particulars on the specific programs or problems involved). The Offeror shall also demonstrate that they have successfully performed on other contracts or purchase orders of similar size and scope within the past five years. This shall be done by describing current and past work of a similar or identical nature in such a manner that an evaluation can be made of the performance history and the relevance of this experience to the requirements of the solicitation. To this end, the offeror shall list at least three (3) current/previous support contracts of a similar nature to this proposed contract. It is incumbent upon the offeror to provide information which is accurate and current as the NRC will contact each reference to verify the information provided. Offerors will be provided the opportunity to provide written rebuttal for any negative information received. This rebuttal information will be taken into consideration in evaluating proposals. The offeror shall provide the information requested using the format specified below. Each contract reference shall be limited to one page in length: (a) Contract or Purchase Order Number; (b) Name and Address of Government Agency; ( c) Point of contact; (d) Contracting Officer; (e) Current Telephone Number and Facsimilar Number; (f) Technical Representative; (g) Estimated Value of Purchase Order/Contract Awarded; (h) Period of Performance of the Contract or Purchase Order (including extensions); (I) Outline how the contracted effort is similar or identical in nature to the NRC?s requirement, with a brief technical description sufficient to permit ready assessment of the described project?s relevancy to the NRC?s requirement. It is not sufficient to just note that it is similar in magnitude and scope. Brief outline your ability to meet schedules; and (j) The offeror shall provide a sample of a completed Retirement Annuity Estimate. This sample will be compared against the information requested in the Statement of Work (SOW). The offeror shall also provide a sample of completed Retirement Annuity Estimate for a Federal employee with considerable part-time Federal civil service. This sample will be used to determine the capability of the offeror to provide the detailed information necessary to prepare unique and accurate Retirement Annuity Estimates. CRITERIA 2. PERSONNEL QUALIFICATION/EXPERIENCE (40 POINTS). The information provided shall be detailed enough to demonstrate that the proposed personnel have the depth and relevancy of experience to meet the NRC?s requirements as set forth in the SOW. The offeror shall include resumes for all personnel (including any proposed subcontracted personnel) to be utilized in the performance of any resulting contract. Discuss current availability and planned availability of all proposed key and subcontracted personnel. At a minimum the resumes should include the following information: (a) Training and education obtained related to Federal employee benefits; and (b) Previous work experience related to the performance of Federal employee benefit programs with particular expertise in retirement counseling and computations. If the offeror plans to subcontract any of the work to be performed, provide resumes for the proposed subcontractor?s key personnel including the above-discussed information and provide a detailed description of the work to be performed by the subcontractor. This requirement is being set aside as a 100% small business opportunity. Offerors shall include their business size and type on the cover of their proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. FAR 52.212-1 Insturctions to Offerors-Commercial Items, 52.212-2 Evaluation Commercial Items and 52.212-4 Contract Terms and Conditions-Commercial Items applies to this acquisition, as well as 2052.204.70, Security. Offerors must submit a completed copy of provision at 52.212-3 Offeror Representations and Certifications-Commercial Items with its offer. FAR 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition with the following additional clauses: 52.219-8, 52.222.26, 52.222-35, 52.222-36, 52.222-37, 52.216-18, 52.216-21, 52.217-9, and 52.247-34.
