Description
The object of this procurement is for a contractor to furnish the qualified personnel, facilities, instructional materials, and services necessary to prepare and teach the ?Medium voltage Circuit Breaker course? as ordered by the U.S. Nuclear Regulatory Commission (NRC). The contractor is to provide NRC Regional Reactor Inspectors, Resident Inspectors assigned to commercial reactor facilities and NRC Headquarters Electrical Engineers. This course will be presented once in Fiscal Year 06 and as an option once in FY 07. The course will provide NRC inspectors with an understanding of the theory, operation and maintenance of Medium Voltage Electrical Circuit Breakers as used in the nuclear power industry to control electrical loads important to the safe operation of nuclear facilities. In addition to the theory, operation and maintenance of Medium Voltage Electrical Circuit Breakers the regulatory issues associated with Medium Voltage Electrical Circuit Breakers is to be discussed to provide the attendees with a firm basis in the regulatory issues associated with Medium Voltage Electrical Circuit Breakers . (Possible topics include: Physics of arc interruption, control of electrical arc coincident with breaker operation, and general types of medium voltage circuit breakers (air breakers, oil breakers, gas quenched, and vacuum)). The course will be presented at the contractor?s facility or if training equipment is available to be transported, at NRC Headquarters, NRC Region I, King of Prussia, PA, NRC Region II Atlanta, GA, NRC Region III, Lisle, IL, NRC Region IV, Arlington, TX or the NRC Technical Training Center, Chattanooga, TN based on student population. Specific delivery orders will be defined through the issuance of individual delivery orders for this procurement. The proposed contract will be for one (1) year with one (1) year option. The Request for Proposal (RFP) will be available on or about March 6, 2006. The solicitation will be available solely through the FedBizOpps website at http://www.fedbizopps.gov and any future solicitation amendments will also be distributed solely through the FedBizOpps website. The FedBizOpps website provides downloading instructions. Hard copies of the solicitation document and its related documents, as appropriate, will be posted at this website, therefore, telephonic and written requests for hard copies of the RFP should not be sent and will not be honored. Interested parties are responsible for monitoring the FedbizOpps website to assure that they have the most-up-to-date information regarding this acquisition. The government will not reimburse interested parties for any costs associated with responding to this solicitation. The size standard for this procurement is an average $4 million over the past three years, as set forth under NAICS code 541330. Proposals for this requirement may be submitted by all concerns (i.e., large business, small business, and small businesses owned and controlled by socially and economically disadvantaged individuals). Notice to large businesses: The subcontracting plan requirement of P.L. 95-507 are applicable to this effort. Thus, all large businesses must be prepared to submit a detailed subcontracting plan. All businesses, large and small, interested in teaming arrangements, should send their business information (i.e., organization name, address, size of business, contact name and phone number) to the NRC contract specialist listed at the end of this notice. The NRC will post this information in a Teaming Opportunities list and post it at the same time the solicitation is posted, all business information shall be receive no later than March 3, 2006, at 4:00 p.m. All parties are advised that this list is not representative of all sources that may have an interest in the solicitation, which is available on the FedBizOpps website.
