- A00002 - Solicitation HSCG38-06-Q-100016 is hereby admended as follows: For clarification and answers to the solicitation. 1. Date Discrepancy The solicitation reads: 8.1 The contractor shall provide a detailed work scope, delivery schedule and firm fixed price for painting the aircraft. The aircraft shall be painted and ready for USCG inspection within 14 days from aircraft induction at the contractor’s facility. Paragraph after 10.0 -Delivery and acceptance of services will be made by United States Coast Guard personnel. Desired Delivery for CLIN 0001 is 16 days after receipt of aircraft at the paint facility and Required Delivery is 20 days after receipt of aircraft at the paint facility. Clarification: The dates are correct. We want the aircraft painted in 14 days and ready for inspection. The 16 days is if the USCG delivers early and the aircraft is not indoctrinated immediately. The 20 days is the latest date of delivery (if any unforseen problems occur to the aircraft-ONLY). 2. Define Days Clarificaton: Days (as per the Federal Acquisition Register - FAR) is always calendar days unless otherwise specified (i.e. business days). 3. Define Minor Maintenance 3.3.1 Minor Maintenance: The contractor will perform minor maintenance as required. This maintenance is limited to removal of exterior panels as required for the purpose of cleaning any residual fluids that may leech from panel cavities. Panels shall be reinstalled IAW the 1U-25A-3 (Structural Repair Manual). Hardware replacement (e.g. screws, washers, etc) if required shall be of correct type and length IAW 1U-25A-4 (Illustrated Parts Catalog). The CG liaison will provide maintenance direction. Clarification: A fuel leak or major hydraulic leak is not normal and is not considered minor maintenance. (Follow procedures in 3.3.3 Major Maintenance) Residual hydraulic fluid removal if required is an example of minor maintenance. USCG will try to remove any residual fluids that have accumulated from other maintenance. Sometimes this happens in the lower aft portion of the fuselage. Normally the USCG has not experienced any problems. 4. Additional Responsibiltiy Can the contractor perform the duties of the USCG as per the following paragragh: The Coast Guard will: 3.2.3 Remove the spring fillets, elevator bearing boxes, air deflector and FLIR turret blanking plates upon delivery of the aircraft to the contractor’s facility and will re-install the same upon completion of aircraft painting. Clarification: The stabilizers can be damaged if the spring fillets are improperly removed. This work shouldn't take over 2 hours. If your company has experience in removing these items then you can figure it in the quote. It is recommended that the quote reflect both options. The cost if your company performs the work and the cost if the USCG does the work. 5. Dimensions of Aircraft Span: 53 ft 6 in (16.316 m) Maximum length: 56 ft 4 in (17.17 m) HU-25C Maximum length: 57 ft 6 in (17.53 m) Maximum height: 17 ft 7 in (5.37 m) Height with 22,480 lb (10,200 kg) static load: 17 ft 3 in (5.25 m) Maximum takeoff weight: 32,000 lb (14,515 kg) 6. Does the aircraft have winglets? No 7. Special Security Requirements? None - Aircraft can be locked. 8. Do wheel wells and trailing edge of slats get painted? No. They were done at interim and we only touch up the wheel well areas due to the plumbing, wiring and actuators.
