- The Department of Homeland Security, Bureau of Customs and Border Protection is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is issued as a request for proposal (RFP), # HSBP1006R9626. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular (FAC) 2005-07. This procurement is 100% set aside for small business. The NAICS code for this requirement in 541611 and the size standard is $6.5M. Statement of Objectives: The requirements and activities of this procurement will be to install and implement Documentum, version 5.2.5 at the Customs and Border Protection, U.S. Border Patrol, El Paso Sector Headquarters, located in El Paso Texas. More specifically, the contractor will: (1) provide approximately 8 hours of consultation for configuration requirements and future needs analysis and planning. (2) Install and configure Documentum with Oracle database. Two (2) file servers will be configured with Windows 2003 Server Operating System by Border Patrol technicians prior to installation. (3) Provide training for one or two Border Patrol technical personnel in order to perform duties as: (a) system maintenance and upkeep administrators, and (b) trainers who will provide instruction for approximately 54 Sector-wide personnel to use the Documentum System. When operational, the Documentum system at the El Paso Sector Border Patrol will handle approximately 100 10-page documents per week, or about 1000 total pages. The documents will be scanned with an available Twain-compliant scanner. They must be stored in both the original image and in PDF format so that word searches may be done on the documents as the need arises. The system must be configured to capture the document subject line and the sector file number. The stored documents must be accessible to a staff of fifty-four (54), many who are located in locations throughout the Sector which encompasses far West Texas and New Mexico. Finally, all users must be able to authenticate prior to gaining access to the scanned files. All work will be conducted at or near the El Paso Sector Headquarters located at 8901 Montana Avenue, El Paso, Texas 79925. Completion of this project is expected within forty-five (45) days after award. Evaluation criteria: 1. Technical Capability ? Proposal demonstrates a complete understanding of the requirements in the Statement of Objectives. 2. Price. 3. Past Performance ? Proposal demonstrates the relevancy and success in past performance efforts of similar scope, size, and complexity in accordance with the RFP. We suggest that you submit recommendations from previous projects with your proposals along with a list of references so that the Past Performance element above may be given adequate consideration. BEST VALUE FOR AWARD: A contract will be awarded to the responsible offeror whose quote is the most advantageous to the Government in terms of the evaluation criteria. However, the Government may issue a contract to other than the lowest-priced offer. Technical capability will be the highest rated criterion. Price and past performance, combined, will equal technical capability. The closer the technical evaluations among proposals are, the more important price becomes.
