McDowell Road, Phoenix, AZ, 85006-2440 Description The U.S. Department of Agriculture, Forest Service intends to negotiate with Qwest Corporation, Resource Allocation, Littleton, CO on a sole source basis in accordance with the authority of 41 US c. 253(c)(1), only one responsible source. The Forest Service has a requirement to expand the existing telecommunications circuits in support of moving the Red Rock Ranger District office of the Coconino National Forest in Arizona to a new temporary facility at an existing Forest Service owned administrative site designated as the Beaver Creek Work Center. This requirement is for three (3) T-1 circuits to connect the temporary Red Rock Ranger District office at the Beaver Creek Work Center to other Government facilities on the Coconino National Forest, and provide interconnect service. Distance from point of service to point of connection to nearest adequate commercial infrastructure is approximately 17,500 feet. Terrestrial services are necessary due to limited microwave service facilities in the area. The new terrestrial services must lie within an existing corridor which is under permit by Qwest Corporation. This corridor traverses rugged rural terrain and portions of the corridor do not have vehicle access. The vendor will have responsibility for providing and maintaining all equipment/lines and hardware within the permitted corridor. The Government will provide customer side equipment at the point of termination at the Beaver Creek facility. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Affirmative written responses must be received no later than the posted responce date.
