- This is a combined synopsis/solicitation under Far Parts 12 and 13, utilizing Simplified Acquisition procedures. The Department of Commerce (DOC), National Ocean and Atmospheric Administration (NOAA), National Office of Science (NOS), Office of Ocean Coastal Resource Management (OCRM) intends to procure layout and design services for the development of the 2004-2005 Biennial Report to Congress on the progress made in accordance with the Coastal Zone Management Act (16USC 1451 et seq.). The required services are detailed in the attached Statement of Work. This requirement is set aside for small business. The solicitation and incorporated clauses are those in effect through Federal Acquisition Circular 2005-7. All interested firms must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov and must provide a completed copy of the Offerors Representations and Certifications. Interested responsible sources may submit a quotation to NOAA within 10 days of the posting of this notice.
