Description
CDC intends to conduct a study to develop a clinical algorithm for screening and diagnosis of TB disease in HIV-infected persons, entitled ?Improving Diagnosis of TB in HIV-Infected Persons.? This study will be conducted in Cambodia, Thailand, and Viet Nam. This study will involve performing a reference-standard TB diagnostic evaluation in a sample of HIV-infected patients. The reference-standard evaluation will include smear and culture for TB from multiple biological specimens. A standardized history and physical examination will be performed. Results of history, physical examination, sputum smear, and chest radiograph will be compared with microbiological tests to determine what combination of signs, symptoms, sputum smear, and chest x-ray is sufficient to exclude bacteriologically-positive TB disease in HIV-infected patients. A vendor is needed who has: (a) Research experience in Cambodia; (b) Research experience with a history of published or presented studies involving TB and HIV in Cambodia; (c) Physician with training or experience in radiographic diagnosis of tuberculosis in developing countries; (d) Established relationships with international non-governmental organizations (NGOs), reference laboratory centers, and government health officials working in Cambodia, preferably in Battambang or Banteay Meanchey provinces and Phnom Penh, and established infrastructure for enrolling HIV-infected patients for a study of TB diagnosis. Interested parties who feel that they possess the capabilities to perform the services described above, should provide a capabilities statement demonstrating their qualifications, experience, equipment and ability to perform the requirements. The vendor must have the minimum qualifications: (1) History of conducting public health or research studies in Cambodia, preferably outside Phnom Penh, and established infrastructure for enrolling HIV-infected patients for a study of TB diagnosis;(2) History of publishing and presenting scientific findings related to TB and HIV in Southeast Asia, preferably Cambodia; (3) Physician with training or experience in radiographic diagnosis of tuberculosis in developing countries. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
