Description
This is a pre-solicitation notice. The Department of Transportation (DOT), Federal Highway Administration (FHWA) is seeking qualified sources capable of providing technical support to the environmental research program in the following areas: Support for Policy Analysis of Emerging Energy, Environmental and Highway Financing Issues; Support for Policy Analysis of Highway Cost Allocation, Truck Size and Weight, and Freight Management and Operations Issues; Support for Policy Analysis of Interrelationships Between Highway Investment and Economic Productivity; Support for Policy Analysis of Strategic System Performance; Support for Improvement of Transportation Data Acquisition and Management and Survey Data Collection and Analysis; Support for Policy Analysis of Proposed or Existing Legislation and for Implementation of Legislative Requirements; and Support for Improvement to Agency?s Strategic Management Process that is Consistent with GPRA Requirements. This is a recompete of indefinite delivery, indefinite quantity (IDIQ) contracts awarded to Battelle Memorial Institute and AECOM Consult. FHWA anticipates awarding multiple (at least two) five-year IDIQ Task Order Contracts with at least one award being targeted for a small business. The Government will issue the solicitation by posting it on the www.fedbizopps.gov website. Since this solicitation will only be available electronically, NO written, telephone, facsimile or email requests for the solicitation package will be accepted. Also, it will be the sole responsibility of interested parties to monitor the FedBizOpps.gov website for any Synopsis or Solicitation amendments. The NAICS code for this solicitation is 541611 (size standard is $6M). ATTENTION: Disadvantaged, and Women-owned, Business Enterprises (collectively referred to as DBEs). The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing to prime- and sub-contractors in the form of lines of credit to finance accounts receivable for transportation related contracts. Currently, the maximum line of credit is $750,000 with interest at the prime rate plus 2%.
