Description
Synopsis United States Strategic Command?s global mission requires survivable command and control to support force planning and execution and to ensure connectivity with globally deployed forces. Systems that play key roles in USSTRATCOM?s command and control missions must be protected from Electromagnetic Pulse (EMP) events. Systems with an EMP protection requirement are operated in facilities that have been designed, tested, and certified using a low-risk design philosophy. USSTRATCOM conducts periodic testing of EMP protected facilities to ensure that they provide the required protection. Background: USSTRATCOM has four facilities at Offutt AFB that require EMP protection for systems supporting the Command?s missions. These facilities are due for re-certification of the protection that they provide against EMP events; Objective: Utilize contractor labor, expertise, and equipment to conduct re-certification testing of EMP protected facilities at Offutt AFB; Place of Performance: USSTRATCOM, Offutt AFB, NE; Tasks: Conduct MIL-STD-188-125-1 verification testing of the following facilities: USSTRATCOM Global Operations Center (Building 522), Command Center Processing Display Server Room (Building 501, Room U108), DSCS Facility support buildings, antennas, and associated support equipment. (Building 598), MILSTAR Support Building, EHFASS, and associated support equipment. (Building 523). This solicitation is 100% full and open competition. The North American Industry Classification System (NAICS) code is 541330. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). All responsive offerors will be considered by the agency. The entire solicitation will be made available on the Federal Business Opportunities (FBO) Web Site at http://www.eps.gov. Paper copies will not be available. Once the solicitation is posted, on or about 10 March 2006, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective offerors interested in submitting a quote must have a commercial and government entity code (CAGE Code). Telephone and fax requests will not be honored. A site visit is scheduled for prospective bidders on 15 March 2006 at Offutt AFB, Nebraska. The visit will be from 10 A.M. to 3 P.M., meeting at the Visitor Control Center, Building 500, Offutt AFB, Nebraska. All attendees require a current, Secret level security clearance.
