Description
This project is to Design and Construct a 600 member Barracks Facility at Ft. Knox, KY using the MILCON Transformation methodology. This project consists of the standard Army 1+1 standards. Work includes connection to the energy and monitoring and co ntrol system, fire protection and alarm systems, information systems, and include keyless card entry system. Supporting facilities include water, sewer, electric, gas, paving, walkways, storm drainage, site improvements and information systems. To provide the Army with facilities that will have a minimum of 25 years usefull life before needing major renovations, repair, or replacement. The government will evaluate the offeror's selected systems and components proposed in terms of warranties provided, maint enance considerations(frequency, estimated cost, access, equipment locations), operability (ease of use, placement of control features, simplicity), durability(withstand troop usage, ease of cleaning), substantiability, and energy consumption (HVAC, lighti ng, power). Items identified as desirable or preferred will be considered more favorably during the evaluation process, provided that they are included with in the contract cost limitation identified in the Solicitation. Unsubstantiated claims or narrative information will not be considered during the evaluations. The evaluation criteria consists of Design-Technical, Performance Capability, Price and Proforma. All factors other than cost or price, when combined are considered significantly more important than the cost or price in relative importance. The esitmated performance period is 540 days. The estimated price range of this project is $25 Million to $100 Million. NAICS Code is 236220. The solicitation will be issued on or about 16 March 06 and pro posals will be due on or about 17 April 06 at 4:00 PM. This procurement is set aside for 8(a) firms to compete.
