- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number assigned to this action is 06WRQQ0044; it is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-07. This acquisition is unrestricted under NAICS code 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The U.S. Geological Survey, Alaska Science Center (USGS) has a requirement for quantity forty (40) VHF and GPS capable avian backpack-style (to be attached via double subcutaneous prong) transmitters for use on Black Brant (Branta bernicla nigricans). The transmitters must have real-time GPS data transmission and data storage capability. The transmitters must have the capacity to store GPS data, transmit the last GPS data point once per minute and the last 200 data points once per day. The total weight of the transmitters, complete with battery and potting, must not exceed 35 grams. The battery life of the transmitters must be at least 75 days. The transmitters may be solar powered if necessary to ensure adequate life. Additionally, the USGS has a requirement for quantity two (2) receivers compatible with the above described transmitters. These items are to be delivered FOB Destination to the Alaska Science Center in Anchorage, AK not later than 07 June 2006. The USGS will award a purchase order to the responsible prospective contractor that offers the lowest-priced, technically acceptable solution. Quotations shall include all technical data necessary to determine technical acceptability. Quotations are due in the Sacramento, CA contracting office not later than 5:00pm local time Friday, 10 March 2006 and may be delivered by mail, fax, or by email to vfriesner@usgs.gov.
