- The Contracting Center of Excellence(CCE) intents to issue a solicitation for the Command and Control Research Program on the behalf of the Office of the Assistant Secretary of Defense (Networks and Information Integration). The program will include twelve (12) separate tasks, grouped into the following six (6) areas: 1) Community Infrastructure and Liasion Activities, 2) Sympsiums 3) Workshops, 4) Support to the Center of Excellence in Command and Control (C2) Analysis and Experimentation, 5)C2 analy sis and 6) C2 Research. The Government intends to Award Multiple IDIQs by Area. Individual Task Orders within an area will be competed among contractors awarded an IDIQ for that area. This acquisition will be solicited as a Request for Proposal (RFP) utilizing FAR Part 15. Contra cts will be awarded on a Best Value basis using the Tradeoff source selection process. Period of Performance will be for a base period of one (1) year plus four (4) one-year option periods. This acquistion is a PARTIAL Small Business Set-Aside. Areas 3 amd 6 will be 100% set aside for small businesses. The North American Industry Classification System Code (NAICS) is 541611 with a small business size standard of $6.5M. The RFP will be posted on or about 01 APR 06. The announcement number to reference is W74V8H-06-R-0014. The solicitation will be made available only on the Federal Business Opportunities website (http://www.fbo.gov ) and the Contracting Center of Excel lence website (http://dccw.hqda.pentagon.mil/services/Services.htm ) No paper copies will be issued. Potential offerors are responsible for monitoring these sites for the release of the solicitation package. To be eligible for contract award, offeror s must be registered in the DoD Central Contractor Registration (CCR). Offerors may register via the CCR website at http://www.ccr.gov . Offerors are also required to register at Online Representations and Certifications Application (ORCA). Additiona l information on registration is available at ORCA website http://www.bpn.gov . This notice does not obligate the Government to award a contract nor does it obligate the Government t o pay for any proposal preparation costs No paper copies of the solici tation will be mailed and telephone requests will not be honored.
