- The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts, Simplified Acquisitions Branch (M/CON/SA) intends to solicit, negotiate and award a Purchase Order (Contract) on a sole source basis with PT AGB Nielsen Media Research, Mayapada Tower, J1.Jend.Sidor,am Lav.28, Jakarta 12920. The NAICS code is 541910. The following contract line item will be procured: Item 1. Quarterly TV PeopleMeter data for all markets covered by ACNielsen Indonesia for 2006. Item 2. National TV study by ACNielsen for 2006. The statutory authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1, 41 U.S.C. 253 (c) (1) ?Only one source and no other supplies or services would satisfy the agency requirement.? The above Data is proprietary to AC Nielsen Media Research and not available from any other source. This Notice of Intent is not a request for competitive price quotations or proposals. Interested firms or persons may identify their interest and capability to respond to this requirement. The Government must receive all such statements of interest by 3PM EST, Friday, March 17, 2006 and shall reference this Notice No. CON-06-0014 to be considered. Oral submission of interest and capabilities will not be considered. A determination by the Government not to compete this proposed purchase order (contract) based upon responses to this Notice is solely within the discretion of the Government. Any information received from interested firms/persons responding to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
