Description

It is the intent of The National Institutes of Health, Office of the Director, to procure professional services from Mr. Robert Lanman, of Reston, Virginia. 1. The Contractor period of performance shall be one year from the date of award. 2. The Contractor shall serve as consultant for reviewing and rewriting the NIH guidelines for research involving Recombinant DNA Molecules, within the OBA, Office of the Director, NIH. 3. The Contractor shall serve as a legal consultant for the genetic modified organisms? policy. 4. The Contractor shall work on enhancing the guideline compliance within the research community, which could entail enforcing sanctions. 5. The Contractor shall have in-depth knowledge of the NIH guidelines and policies and a vast knowledge of the legal ramifications and implications in order to provide other high level advisory services related to the OBA. 6. The Contractor shall have at least 25 years of legal counsel experience with the federal government. 7. The Contractor shall have extensive historical perspectives, understanding of the relevant issues, a grasp of accurate terminology, rapport with contributing offices and agencies and a thorough knowledge of the direction OBA requires for the guidelines and policies. 8. The Contractor shall determine hours spent on specific tasks and shall invoice accordingly. It is the Government?s belief that these requirements may only be met by Robert Lanman. This is not a formal solicitation, however, concerns that respond to this notice must furnish concise responses directed specifically to the requirements mentioned above. Sources demonstrating the capability to accomplish the above shall supply pertinent information in sufficient detail to demonstrate their ability to perform. Information furnished shall include enough material to perform a proper evaluation. Respondents will not be notified of the evaluation results.
