Description
The U.S. Army corps of Engineers, Afghanistan Engineer District intends to issue a Request for Proposal (RFP) to award a Firm Fixed Price contract to design, construct and renovate the ANP Outpatient Clinic to support the ANPs medical requirements i n the Kabul area. This project is defined as the design, materials, labor, and equipment to renovate the existing facility and construct all utilities, roads, supporting buildings, security measures, site security, de-mining activities, and other features as referenced herein. Oversight of the Engineer/QAR will be coordinated with the closest AED Resident Office. The award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The work shall include the preparation of design documents and the subsequent construction of the facilities described within this Request for Proposal. The facility shall include structures as shown on the drawings herein, specifications, and contain all necessary utilities for operations as such. These facilities shall be designed and constructed in accordance with current building codes, safety, and security standards and applicable to local standards. A partial listing of references is included herei n. Prepare a site grading and drainage plan and obtain approval prior to construction. Provide site and UXO clearance prior to construction activity. All utilities shall be complete and operational prior to occupancy. It is the contractors responsibili ty to ensure that the designs are complete and are in compliance with the latest applicable buildings codes and regulations. Any time two or more statements or standards referenced in RFP are in conflict; the most stringent shall apply. The award of this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS code is 236220. The magnitude of requirement is between $1,000,000 and $5,000,000. Period of Performance for all work unde r this contract action shall be completed in 180 calendar days after issuance of Notice to Proceed. The proposed contract will be awarded using best value evaluation methods. Solicitation Number W917PM-06-R-0015 will be available on or about 23 March 200 6. Interested parties are invited to submit their proposal on the scheduled closing date that will be listed on the solicitation. The AED Contracting Officer for this solicitation is Darrel Johnson. The media selected for the issuance of solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project is the Internet, and CDs. Utilization of the internet is the preferred method. No paper copies will be made available. To view the documents on FedTeDS the contractor must be Central Contractor Registered (CCR) at http://www.ccr.gov/ and develop their own Logon and passwords for FedT eDS. Requirements: DFARS 252.204-7004 Required Central Contract registration applies to this procurement. Prospective U. S. contractors must be registered in the Department of Defense CCR database prior to award. It is recommended that all other contrac tors register in CCR also. Lack of registration in the CCR database will make a U.S. offeror ineligible for award. The contractor shall furnish his own labor, materials and equipment to accomplish the requirements.
