Description
REPOSTING OF SYNOPSIS BECAUSE OF DELETION Synthesis of Non-GMP Small Molecules Draft CBD Synopsis The Developmental Therapeutics Program (DTP) of the National Cancer Institute (NCI), Division of Cancer Treatment and Diagnosis (DCTD) is soliciting organizations with expertise in organic synthesis to perform resynthesis of compounds needed for the Rapid Access to Intervention Development (RAID), Rapid Access to NCI Discovery Resources (R*A*N*D) programs, other NCI/NIH programs, Exploratory IND Studies or ?Phase 0"clinical trials, and biological evaluations as potential anticancer agents. http://google2.fda.gov/search?client=FDA&site=FDA&oe=&lr=&proxystylesheet=FDA&output=xml_no_dtd&getfields=*&q=G%3A%5C7086fnl.doc&as=GO http://www.fda.gov/cder/guidance/7086fnl.pdf The offeror will synthesize target compounds as prioritized by NCI and deliver the synthesized compounds (4-8 per contract year) in amounts of 100 mg to 100 grams to the NCI repository. An option to increase the number of compounds from 8 to a maximum of 12 assigned for synthesis (not to exceed a maximum of 12 compounds per contract year) may be included in the resultant contract. The Contractor will be responsible for the synthesis of both known and new compounds as requested by NCI, and the shipments of compounds in required amounts to the NCI repository. The synthesis assignments will include syntheses of the potential target anti-cancer agents of high purity and may include parallel synthesis of selected analogs. This solicitation is anticipated to result in multiple awards. The Offeror will prepare Material Safety Data Sheets for all single compounds and libraries which are delivered, and check the purities of compounds when requested. The contract type is a multiple award, work assignment, completion type contract for a period of four years with three one-year options. The Government reserves the right to award new Contractors a two-year base contract with 5 one-year options. Offerors will be invited to submit proposals for an estimated 3000 direct labor hours (1.6 FTE?s at 1875/hours per year) per year. The following mandatory qualification criteria will apply: 1) the Contractor cannot be a commercial pharmaceutical, chemical or biotechnology firm or their subsidiary since the assignments might include agents of a commercially confidential (discreet) nature; 2) as many of the compounds assigned for resynthesis may be of a hazardous nature, the Contractor will have the necessary licenses in place at the time of application, required by Local, State and Federal Governments to handle, synthesize, store and ship such compounds and dispose of toxic waste. This is a recompetition of the present contracts N02-CM-07116, N02-CM-07117, N02-CM07115 and N02-CM-07004. NAICS code for this acquisition is 541990.
