Description
It is the intent of the National Institutes of Health, Office of the Director to procure genetic testing from the University of Chicago Genetic Services Laboratory. Since 1996, the primary mission of the University of Chicago Genetic Services Laboratory has been to develop and implement genetic testing for rare genetic disease. The CLIA certified laboratory uses cutting edge technology for the development of genetic tests. It has implemented denaturing high performance liquid chromatography (DHPLC) and sequencing for the mutation analysis of certain genes. In addition, staff has developed and validated tests based on techniques such as real-time PCR and multiplex ligation probe amplification for gene deletion analysis (e.g. imprinting center deletion analysis, MECP2 deletion analysis and deletion analysis of X-linked genes in females) that are used on a clinical basis. This allows for comprehensive testing for various rare and ultra-rare genetic diseases, especially cortical malformation, and brain developmental and growth and overgrowth disorders. This Service is Commercially Available. The following information may be entered into a notice of intent synopsis for a noncompetitive (sole source) acquisition: 1. The Contractor period of performance shall be one year from the date of award. 2. The Contractor shall be experienced in developing genetic tests for other lissencephaly and cortical malformation disorders as they become identified. 3. The Contractor shall provide comprehensive testing (mutation and deletion analysis of the NSD1 gene) for Sotos syndrome. 4. The Contractor shall be a board-certified clinical molecular geneticist with at least 8 years experience in the field. 5. The Contractor?s primary focus shall be on neurogenetic disorders, with an emphasis on cortical malformations, growth and overgrowth disorders, and disorders of brain development. 6. The Contractor shall, depending on the complexity of the test and test issues, develop four to six tests within one year after award. 7. The Contractor shall, once the tests are available to the public, provide structured feedback to ORD about the use of each test for five years. 8. The Contractor?s laboratory staff shall develop a report mechanism and report for five years to the Office of Rare Diseases on the numbers of tests undertaken for each rare genetic rare condition. That report shall address: . Who requested the test, . What queries the laboratory received on the understandability of the test, . Who had questions about the test and/or test results (e.g. healthcare provider or patient/family), . What kind of questions were asked, . Any other information that would be helpful to know for ORD to improve the future process of developing tests for rare genetic diseases. 8. The Contractor shall identify the need and content for additional or different educational materials. It is the Government?s belief that these requirements may only be met by the University of Chicago Genetic Services Laboratory. This is not a formal solicitation, however, concerns that respond to this notice must furnish concise responses directed specifically to the requirements mentioned above. Sources demonstrating the capability to accomplish the above shall supply pertinent information in sufficient detail to demonstrate their ability to perform. Information furnished shall include enough material to perform a proper evaluation. Respondents will not be notified of the evaluation results.
