- This is a combined synopsis/solicitation for commercial items prepared in the Federal Acquisition (FAR) Regulation Subpart 12.6; as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Reference number F1D3255350A100 is issued as a request for quotation (RFQ). This is a restricted action set aside for small business concerns. The Naics code is 541380. This combined synopsis solicitaiton has one(1) line item as follows: Calibrate/Replace Circuit Breakers in accordance with performance work statement dated 25 Jan 2006. Performance Work Statement (25 Jan 2006) 1. The contractor shall furnish all plant, labor, material, tools, supplies, transportation and supervision necessary to test, calibrate or replace 25 circuit breakers as needed located in building 5016 at Andrews AFB, MD in accordance with all applicable regulations and manufacturer?s specifications. Description of breakers: 11 each 200A THC82SS Circuit Breakers 08 each 400A THC84SS Circuit Breakers 06 each 800A THC88SS Circuit Breakers Service Circuit Breakers. All work shall be performed by a qualified licensed technician. Inspect breakers current carrying components for abnormal wear, tension and discoloration. Inspect breakers current carrying components for discoloration that may indicate overheating. Inspect, operate adjust and lubricate mechanical linkages. Verify interlocks preventing a closed switchgear drawout breaker from being withdrawn from or connected to the switchgear bus. Inspect and dress current carrying contacts on air circuit breakers in accordance with manufacturer?s recommendations. Replace, adjust or correct as necessary or required. Test circuit Breakers. The contractor shall perform test operations to prove correct actuation of breakers trip and close components, including spring charging motors, trip solenoids, indicating targets, etc. Perform over current resistance test on critical load breakers to prove correct actuation of breakers trip and close requirements. Perform contact resistance test on critical load breakers. Equipment provided with alarms should have the alarms actuated by simulating the alarm condition if possible. Perform insulation resistance test on each phase to phase and phase to ground using a megohmeter. Prove circuit breaker operation by actuation of each associated protective device. Prove circuit breaker operation by actuation of each breaker?s manual control switch or handle. Reserved. Provide protective device calibration. Perform harmonics analysis Measure and record neutral currents. Test results shall be compared to manufacturers? specifications and or performance standards set by NETA, IEEE and NEMA. The contractor shall replace, adjust or correct as needed to bring equipment into compliance. The contractor shall protect existing structures and appurtenances and ground to remain in place, be reused, or remain the property of the government. If damage occurs, the contractor shall make necessary repairs and cleanup at no additional cost to the government. 2. Government Furnished Services: Utilities: The Contractor shall be provided reasonable utilities, i.e., electricity and water as needed in performing this contract. The contractor shall conserve utilities provided. Medical Services. The Contractor and his employees are authorized to use the Malcolm Grow Medical Facility for emergency situations only. All costs will be reimbursed to the Government. The Government shall provide all necessary escorts and shall coordinate access and clearance to the building areas in which work will be performed. Additional security requirements may be warranted for this contract. 3. GENERAL INFORMATION. Quality Control. Contractor shall develop and maintain a quality control program to ensure removal and cleanup procedures performed in accordance with applicable standards and regulations. The program shall include procedures to identify and prevent defective services. Quality Assurance. The government will evaluate the contractor?s performance by appointing a representative (QAE) to monitor performance through intermittent on-site inspections of the contractor?s quality control program and receipt of complaints from base personnel. The government reserves the right to inspect each task as completed or to change the qualitative or quantitative method of performing inspections as deemed appropriate. Hours of Operation. Normal duty hours are Monday through Friday, 7:30 AM to 4:30 PM, excluding the 10 federally observed holidays. The contractor shall be made aware that this is an active and secure building and delays may be encountered during the performance period. Reporting Procedures. The contractor shall provide contact information for the project manager assigned to this Performance Work Statement. Contract Terms and Conditions. For questions or concerns relating to the scope of this contract, you must contact the CO. The CO is the only individual who can authorize changes to the terms and conditions of this contract. Security Requirements. The contractor shall ensure that all individuals working under this contract have obtained proper authorization from the Security Forces Office. The contractor shall be responsible for the return of passes upon completion or termination of this contract, in addition to the passes issued to employees who separate from the contract before the expiration date of each contract period including any extensions to the contract. Lost or stolen passes shall be reported immediately to the contracting officer. Contractors Use of Radioactive Material (RAM) and Radiation Generating Equipment on Andrews AFB, MD. The contractor shall notify, obtain approval and use radioactive material 30 days in advance of use at Andrews AFB, properly and in accordance with Air Force Requirements. The contractor shall submit the required information to the Contracting Officer upon award of contract. Contractors shall provide the project or contract identification for which the material is required. A copy of the RAM permit, copy of training certificates for those who will use the equipment, copy of current leak test, the dates of use of the RAM and operating instructions with safety measures. The use of Class 3b or 4 laser devices shall require the manufacture, model, number of same units, serial number, laser medium, method of operation, maximum exposure time, time and wavelength, energy/pulse, pulse repetition frequency, pulse width, beam divergence, where the laser will be used and the safety features of the device. The use of Radio Frequency Radiation Devices (RFR) in excess of 7 watts power and a frequency of 100 Mhz or greater shall require the project or contract identification, description with characteristics, descriptions, nomenclature, location of emitters, quantity, frequency, pulse width, pulse repetition frequency, peak power, antenna size, antenna bandwidth, antenna gain and scan rate and where the contractor plans to use the FRF generating devices and the safety features of the device. The use of Ionizing Radiation Devices shall have the project name or contract, description and characteristics of the device, the X-ray manufacturer, Model number, Serial number, maximum kVp, mA, Sec, Ionizing radiation source/emitter and the place the contractor will use the device. 4. Multiple offerors and awards are hereby deleted from this solicitation. The provision at FAR 52.212-2, Evaluation of Commercial Items applies. Addendum to Paragraph (a), The Government will award a purchase order resulting from this RFQ to the most responsive, responsible offers whose offer represents the best value in terms of most technically acceptable.
