- The Northern Region Contracting Center-Leavenworth, Fort Leavenworth, KS intends to award a sole-source task order to Lockheed Martin. Under CRADA agreement with Lockheed Martin the Army, developed a Commanders Leadership Environment (CLE), which inc orporated the results of current research in cognition into the education system used to train current and future commanders at the U.S. Army's School for Command Preparation (SCP), Command and General Staff College, Fort Leavenworth, KS. A proof of princi ple was developed and has been tested during three classes at the Army's SCP. This current requirement is to support two additional classes during the March/April 2006 timeframe to further define, enhance, and test the CLE to make a determination on this system becoming a permanent part of the Army's School for Command Preparation curriculum. The contractor shall be required to provide the hardware and software for the classroom support. The hardware and software required includes the following: WARSIM - I n a 5 laptop configuration including 2 user workstations, NxTrain Training Rehearsal System (TRS) - 2 systems providing 3 channels of out-the-window visual displays and one system providing the Instructor/operator Station, RTI Gateway - 1 laptop providing a HLA RTI Bridge, ClutterSIM - 1 desktop PC configured with ClutterSIM, Voice Communications Software, Local Area Network (LAN) Hardware, 6 Large Screen Displays, 1 Touch Panel Display, 4 Audio Headsets. The hardware and software requirements listed above are for 1 workstation. The requirement is to provide a total of 3 workstations. The contractor will also provide cognitively relevant training scenarios to support accomplishment of the SCP Terminal Learning Objectives that are applicable to the SCP curric ulum; and provide training for the technical equipment operators and coaches that the government provides during the period of performance. The Federal Supply Classification (FSC) code for this project is B599; NAICS code is 541720 with a size standard of $6.5M. Purchase will be made under simplified acquisition procedures under Other than Full and Open Competition as authorized by FAR 6.302-1. This notice is neither a request for competitive proposals nor a solicitation of offers. A determination by the g overnment not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
