Description
The Air Force Surgeon General's Office, in conjunction with the Office of Homeland Security, has a requirement to obtain expert medical consultation services on public health disease using epidemiological and public health methodology surveillance, analysis, and reporting of disease outbreaks, applying Center for Disease Control (CDC), Air Force Medical Service (AFMS) and public health and procedures. This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior on behalf of the Air Force Surgeon General's Office, in conjunction with the Office of Homeland Security, in accordance with FAR Part 15, Contracting by Negotiation. The Government intends to negotiate on a sole source basis with ScenPro Inc. for this requirement in accordance with FAR 6.302-1(a)(iii). ScenPro Inc. is uniquely qualified to provide the products and services. SCENPRO personnel have extensive experience with the AFMS and its deployment of Silent Guardian I. This experience includes familiarity with the ABI 7900 HT fast real-time Prilimerase Chain Reaction (PCR) system that can simultaneously test eight (8) patients for 20 pathogens on the Advanced Technology Concept Demonstration (ACTD) list of pathogens for diagnostic and surveillance assay development within four hours. The test results data will be web-based, enabling integration between the USAF and the U.S. Centers for Disease Control and Prevention (CDC). This experience is unique to SCENPRO as the only current contractor capable of providing this expertise to DoD through their cooperative effort with Applied Biosystems (ABI), the developer of the PCR capability. Applied Biosystems (ABI) is the unique provider of the fast real-time PCR capability. As discussed in Paragraph X, Interested Sources, a notice of contract action will be posted. Interested parties will be given appropriate time to respond if they feel they can offer the same or similar capability. However, the ABI system is proprietary and is the system used by the AF SGR during Silent Guardian I. Applied Biosystems' technology is the most mature technology currently available for fast, real-time surveillance of biological threats such as Avian Flu. Award to another company or seeking a competitive acquisition would result in substantial harm to the Government, as it would significantly delay the Air Force's ability to monitor for the infectious and potentially deadly influenza viruses or other deadly diseases. SCENPRO is the only current contractor capable of providing this expertise to DoD through their cooperative effort with Applied Biosystems (ABI), the developer of the PCR capability.
