Description
The US Department of the Interior, Minerals Management Service (MMS), intends to award a sole source purchase order as a sponsoring Federal Agency to MARIN USA Inc for the following tasks in accordance with FAR Part 6.302-1: only one responsible source and no other supplies or services will satisfy agency requirements. The purpose of this Joint Industry Project (JIP) is for continuous monitoring of floating platform motions on the Marco Polo TLP, and related stress indicators during hurricanes and other weather conditions in the Gulf of Mexico Region for a period of three years. This JIP has been working for approximately one year and involves major offshore operators and large number of experts in the production, structural, oceanographic professions and involves all the major standard setting authorities in US Federal waters, such as API, NACE and the US Coast Guard. Objectives: continuous monitoring of effects from -wind (and hurricanes), -loop currents, -platform motions, -tensions/risers, -VIV behavior of tendons/risers, -extreme loads/fatigue life of the platform structure. Obtain information regarding Anchor stability monitoring; mooring rope degradation; loop current monitoring/data collection method. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the government.
