- This requirement replaces solicitation number FA8523-05-R-81116. Only the solicitation number has changed. This acquisition will be processed in accordance with AFMC FAR Sup 5317.7590 and AFMCI 23-102 Insurance Policy and AFMC FAR Sup 5352.217-9018 Mission Essential Quantity. This acquisition is 100% Small Business Set-Aside. If the low offeror is a proven source then there will not be an Insurance Policy MEQ contract. If the low offeror is an unproven source, then the Insurance Policy MEQ will be competed between the two proven sources, BAE Systems/19397 (large business) and Symetrics Industries/22830 (small business) and Authority 10 U.S.C. 2304(c)(1), “Supplies or services required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements” will apply. Numbered Note 22 applies only to the Insurance Policy MEQ if needed. This effort will utilize Technically Acceptable-Price/Performance Tradeoff (TA-PPT). This acquisition is for ALE-47 Countermeasures Dispensing System (CMDS) consisting of 5 LRUs: Control Display, Programmer, Safety Switch, Sequencer, and Dispenser and 22 SRUs. An Indefinite Quantity/Indefinite Delivery (IDIQ), five (5) year contract (an 18 month basic period with three (3) 12 month and options one (1) 6 month option) will be awarded. If needed, the Insurance Policy contract will also be an Indefinite Quantity/Indefinite Delivery (IDIQ), five (5) year contract (an 18 month basic period with three (3) 12 month and options one (1) 6 month option).
