- The Natural Resources Conservation Service (NRCS) in New York is requesting quotes for Technical Review Service of real estate appraisals completed for the purchase of conservation easements under the Wetlands Reserve Program (WRP). Approximately 15 separate technical reviews are required. Easements range in size from 1 to 715 acres. The average easement size is 50 acres. The purpose of the technical review is to provide an opinion of the acceptability of the appraisals that provide a market value of the subject property (larger parcel) before acquisition of an easement (before value) and an opinion of market value of the entire subject property remaining after the proposed easement has been placed (after value) as of a current date of value. Technical Reviews shall assure that the appraisal meets the appraisal requirements which include the Uniform Standards of Professional Appraisal Practice (USPAP), Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA a.k.a. Yellow Book) and Supplemental Standards as issued by NRCS. Technical Review report shall be in compliance with USPAP Standard 3, UASFLA and Supplemental Standards and will be type written, dated and signed. Technical Reviewers shall be New York State Certified General Real Property Appraisers, and be in good standing with the licensing authority. Technical Reviewers must have demonstrated competency in compliance with USPAP in conducting appraisal reviews of agricultural properties with and without conservation easements. In addition, documentation of appraisal education courses such as eminent domain or conservation easement and UASFLA course and at least 40 hours of training in conducting technical reviews. The solicitation package (RFQ) will be issued approximately 15 days from the date of this notice. Please note that a firm awarded a contract to provide technical review appraisal services may not also be awarded a contract to provide appraisal services.
