- Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Central Region Acquisition Division (CRAD), 601 East 12th Street, Room 1756, Kansas City, Missouri 64106. This is a combined synopsis/solicitation for commercial services prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement. This is a Request for Quote for the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries (NMFS), Panama City, FL for charter boat services for trolling of marine protected areas. This constitutes the only Request for Quotation (RFQ), written offers are being requested; and a written solicitation will not be issued. This notice is hereby issued as RFP No. NCND6011-6-00025. This is not small business set-aside as historically vessels have been made available through Universities. The NAICS code for this action is 561990. Size standard $6,000,000.00. The period of performance is between May 1, 2005 and October 1, 2006. Offers are due 15 calendar days after the date of this notice. SECTION B - SOLICITATION CLAUSES AND PROVISIONS This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-08. Services are to be provided in accordance the following clauses. The FAR clauses incorporated into this acquisition, shall be: 52.212-4 Contract Terms and Conditions ? Commercial Items (Sept 2005), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (Feb 2006) (Sections 14, 15, 16, 17, 19, 26, 31, and, (c)(1),(2),Equivalent Rates for Rigger ? STATEMENT OF WORK- CHARTER BOAT SERVICES NOAA Fisheries? Panama City Laboratory is seeking a price for charter fishing vessel services between May 1, 2006 and October 31, 2006. Ten trips will be required in the first three months of this period (1 May - 31 July) and ten trips in the second three months (1 August - 31 October). Vessels must be able to closely regulate speed and maintain trolling speeds of 4.1-6.0 and 6.1-8.0 knots for extended periods (2 hours). Vessels must be able to reach the Madison-Swanson Marine Protected Area (MPA), fish for four (4) hours, and return to port within twelve (12) hours. The Madison-Swanson MPA is bounded by the following coordinates: SE corner 29◦ 06" N, 85◦ 38" W; NE corner 29◦ 17" N, 85◦ 38" W; SW corner 29◦ 06" N, 85◦ 50" W; and NW corner 29◦ 17" N, 85◦ 50" W. NOAA Fisheries will determine the exact fishing locations within the Madison-Swanson MPA. All vessels must be outfitted in a commensurate fashion as typical bluewater charter fishing vessels, e.g., not less than 40 feet in overall length, twin diesel engines, enclosed climate-controlled cabin, marine head, full electronics (GPS, fish finder with 400 foot depth capability, marine radios, radar, etc.), ten (10) passenger capacity and be U.S. Coast Guard certified to carry passengers for hire. The charter operator is required to supply a captain and two deckhands for each trip. The captain will be responsible for operating the vessel and the deckhands will rig tackle and fish. The charter operator is also required to supply sufficient fishing rods with 80 pound monofilament line, 3, 6, and 12 ounce weights, natural and artificial bait (one type each, to be specified one week prior to departure) as needed to accommodate fishing for a period of four hours per trip. All fish collected will be the property of NOAA Fisheries. Copy of Captain?s Logbook entries for the duration of the cruise. SECTION D ? FAR PROVISIONS The FAR provisions, located in Section D, that are hereby incorporated into this acquisition shall be:1352.215-77 Evaluation Utilizing Simplified Acquisition Procedures, Award will be made on the basis of best value, 52.212-3 Offerors Certification and Representations-Commercial Items (Mar 2005). SECTION E ? ADDITIONAL INSTRUCTIONS TO OFFEROR The Central Region Administrative Division (CRAD), requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR) No award can be made unless the vendor is registered in CCR.
