- NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH THE UNIVERSITY OF ST. ANDREWS (UNIVERSITY) IN SCOTLAND FOR NOAA/NATIONAL MARINE MAMMAL LABORATORY (NMML). PURPOSE OF PROPOSED CONTRACT IS TO PURCHASE FIVE (5) EACH MODEL 9000 CTD SATELLITE-LINKED DATA RECORDERS (SDRs) FROM THE UNIVERSITY TO STUDY MOVEMENTS, HAULOUT BEHAVIOR, AND DIVING BEHAVIOR OF ARCTIC ICE SEALS. DELIVERY REQUIRED BY 4/25/2006. AUTHORITY FOR PROPOSED ACQUISITION IS 41 U.S.C. 253(c)(1) ONLY ONE RESPONSIBLE SOURCE. SDRs MUST BE ABLE TO SAMPLE DEPTH EVERY 4-10 SECONDS, OPERATE TO A DEPTH OF 500 METERS, AND TRANSMIT DATA WHEN THE ANTENNA IS OUT OF THE WATER. TRANSMISSIONS MUST BE COMPATIBLE WITH THE ARGOS SATELLITE SYSTEM. SDRs MUST BE PROGRAMMABLE AND ALLOW THE USER TO DEFINE SEVERAL ASPECTS OF DATA COLLECTION AND TRANSMISSION. MORE SPECIFICALLY, SDRs ONLY KNOWN MODEL THAT: 1) POSSESSES WATER SALINITY/CONDUCTIVITY (RANGE 0 TO 80 MS/CM; ACCURACY +/- 0.01MS/CM, RESOLUTION 0.02MS/CM) AND TEMPERATURE (RANGE -5 TO +35 DEGREES; ACCURACY +/- 0.005 DEGREE; RESOLUTION 0.001 DEG) AT DIFFERENT DEPTHS/PRESSURE (RANGE 0 TO 2000DBAR; ACCURACY (+/- 0.3 + 0.035% READING)/DEGK; RESOLUTION 0.05DBAR) TO BE COLLECTED WHEN USER-SPECIFIED CONDITIONS OF TIME AND DEPTH ARE MET; 2) TAGS DETERMINE AND TRANSMIT SPECIFIC INFLECTION POINTS FROM A DIVE THAT CAN BE USED TO FORM DETAILED INDIVIDUAL DIVE (MAX DEPTH, SHAPE, TIME AT DEPTH, ETC.) AND HAULOUT RECORDS; 3) SUMMARIZES DIVING DATA INTO 6-HOUR SAMPLING PERIODS AND CONTAIN NUMBER OF DIVES; THE MEAN, MAXIMUM AND STANDARD DEVIATION OF THE MAXIMUM DIVE DEPTH; AND THE MEAN, MAXIMUM AND STANDARD-DEVIATION OF THE DIVE DURATION. ALLOWS THE DEPTH AND DURATION RANGES FOR THESE HISTOGRAMS TO BE PROGRAMMABLE; AND 4) POSSESSES ENOUGH BATTERY POWER TO PROVIDE FOR APPROXIMATELY 60,000-80,000 TRANSMISSIONS AND THE TRANSMISSION FREQUENCY IS PROGRAMMABLE TO PROLONG OPERATIONAL LIFE OF THE SDRs. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000.
