Request for information (RFI) 61861 National Business Center - Human Resources Services The following is a request for information (RFI) on human resources functional support for the Department of the Interior's, National Business Center. This is a market survey for a written request for information (RFI) only. It is for planning purposes only and should not be construed as a request for proposal/quote or as an obligation on the part of the government. This is not a solicitation announcement for proposals or quote and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. BACKGROUND The National Business Center (NBC) is the Department of the Interior's (DOI) designated administrative support facility that provides common administrative services to DOI bureaus and other Federal agencies, as negotiated through cross-servicing agreements. Currently the NBC's primary office locations are in Washington, DC; Denver, CO: Reston, VA; Herndon, VA; Fort Huachuca, AZ; Sacramento, CA; Atlanta GA; Albuquerque, NM; and Boise ID. The NBC's service offerings are provided on a fee for service basis, and include: 1. Human Resources Services 2. Financial Management Services 3. Training Services 4. Acquisition Services 5. Appraisal Services 6. Aviation Services 7. Other DOI Support Services 8. Information Technology Services In 2005, the NBC was certified by the Office of Management and Budget and the Office of Personnel Management as one of five Federal Shared Service Centers (SSC) for the Federal-wide Human Resources Line of Business (HR LOB). The vision of the HR LOB is to provide government-wide, modern, cost effective, standardized, and interoperable human resources solutions providing common core functionality to support the strategic management of Human Capital and addressing duplicative and redundant human resources systems and process across the Federal Government. As a SSC, the NBC provides human resources operational support to a number of Federal agencies. This support is provided across a broad spectrum of activities across the human resources life cycle phase. The NBC currently provides support in most of the following sub-functions of the HR LOB Business Reference Model: 1. Human Resources Strategy - Develop effective human capital management strategies to ensure Federal organizations are able to recruit, select, develop, train and manage a high quality, productive workforce in accordance with merit system principles. 2. Organization and Position Management -Design, develop and implement organization and position structures that create a high-performance, competency-driven framework that both advances the agency mission and serves agency human capital needs. 3. Staff Acquisition - Establish procedures for recruiting and selecting high quality, productive employees with the right skills and competencies, in accordance with merit system principles. 4. Performance Management - Design, develop and implement a comprehensive employee performance management approach to ensure agency employees are demonstrating competencies required of their work assignments. 5. Compensation Management - Design, develop and implement compensation programs that attract, retain and fairly compensate agency employees. 6. Benefits Management - Design, develop and implement benefit programs that attract, retain and support current and former agency employees. 7. Human Resources Development - Design, develop and implement a comprehensive employee development approach to ensure agency employees have the right competencies and skills for current and future work assignments. 8. Employee Relations - Design, develop and implement programs that strive to maintain an effective employer-employee relationship that balances the agency's needs against its employees' rights. 9. Labor Relations - Manage the relationship between the agency and its unions and bargaining units. 10. Separations Management - Conduct efficient and effective employee separation programs that assist employees in transitioning to non-Federal employment, facilitate the removal of unproductive, non-performing employees; and assist employees in transitioning to retirement. REQUEST FOR INFORMATION The purpose of this RFI is to afford industry an opportunity to provide information as to the type and level of human resources functional support they can provide to the NBC in its support of clients in the ten sub-functions of the Business Reference Model. Partnership with the private sector will be a key contributor to the continued success of the NBC's provision of human resources functional support services. All potential sources with the capability to provide support across the 10 sub-functions of the Federal Human Resource life-cycle and the available service delivery models are invited to submit a capability statement containing sufficient information within the ten page limitation. The capability statement must address the vendor's knowledge, ability and experience, and provide a brief outline of approach for providing these services. This information must demonstrate the prospective vendor's ability to fulfill the requirements. Replies to this RFI are not mandatory. Replies will be separated from, and have no bearing on, subsequent evaluations of submission submitted in response to any resulting formal Request for Quote. The use of information received from industry to complete final statements of work and resulting solicitation documents will be at the discretion of the NBC. Eligibility in participating in future acquisition does not depend upon a response to this notice. The Government will not critique a potential offer's information. Proprietary information is not being solicited. Information considered proprietary, if any, should be identified as such. The government may conduct informal, interactive exchanges with prospective vendors who provide capability statements in accordance with this market survey request. The government may invite one or more respondents to discuss their capability of performing similar commercial activities, experiences, and current business best practices. RESPONSES TO THIS RFI MUST: 1. All responses must be received not later than March 27, 2006, 4 PM Eastern Standard Time. 2. Submission is limited to 10 pages. 3. All documents and materials submitted in response to this RFI will become the property of the government, and will not be turned. 4. Number of Copies to be provided: 5 Hard Copies 5. Responses will be marked as follows: "RFI 61861" and include with the capability statement: Vendor company name, address, name of the point of contact, email address, phone number and fax number, and vendor's DUNS number. 6. If the offeror has a GSA FSS schedule, the vendor is to provide the GSA schedule number. If the vendor does not have a GSA FSS schedule, the vendor must indicate that it does not have a GSA FSS schedule. 7. Questions concerning this RFI are to be submitted in writing, as a separate enclosure with the Capability Statement. Questions will not be answered prior to submission deadline.
