Description
This project is being solicited as a Competitive HUBZone Set-Aside. The North American Industry Classification Systems (NAICS) Code is 561720 and the size standard is $15 million. The scope of work shall include all labor, supervision, management, tools, materials, equipment, facilities, transportation, transportation, incidental engineering, and other items necessary to provide Janitorial Services for Naval Base Guam, Naval Hospital and various Facilities, Guam. This acquisition will be conducted utilizing Source Selection Procedures. This award will result in combination Firm Fixed-Price (FFP) and Indefinite Quantity (IQ) provisions. Evaluation of proposals will be based on price and non-priced criteria stated in the solicitation. Responses to the solicitation will be evaluated on the following criteria: Price and Past Performance. Contract award will be made to the offeror whose proposal provides the best value to the Government from a price and past performance standpoint. The solicitation will be issued on or about 21 March 2006 at Naval Facilities Engineering Command, Marianas (NAVFACMAR) at the time specified in the solicitation. The contract includes a base performance period of 12 months and four 12-months options. Third Party ordering of IQ work using DoD EMALL and Government Purchase Cards (GPCs) will be utilized. Refer to Section H, Special Contract Requirements, Contractors Support of Electronic Facilities Support Contract (e-FSC), and Section I, Contract Clauses, FAR 52.232-36, Payment by Third Party (MAY 1999). A pre-proposal conference and site visit is scheduled on 28 and 29 March 2006. Those interested in attending must contact one of the POCs listed on the synopsis for conference registration information. In accordance with Federal Acquisition Regulation 5.102(a)(7), availability of the solicitation will be limited to the electronic medium; the solicitation will be available for download via the Internet World Wide Web at http://esol.navfac.navy.mil. All prospective offerors and plan holders must register as plan holders on the website in order to receive a copy of the solicitation. The Government will NOT provide a complete name, address, phone number including area code, offeror type (prime contractor, subcontractor, supplier, etc.), e-mail address and type of business (large, small, small disadvantaged, women owned, etc.). Notification of any amendment to the solicitation will only be made on the website for any posted changes. It is the responsibility of the offeror to continually view the website for any amendments issued to the solicitation. In addition, you must be registered in the Central Contractor Registration (CCR) prior to receiving any NAVFACMAR Contract Award. The website is http://ccr.gov/index.cfm. Numbered note ? 27.
