- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Crane Division. Offerors are encouraged to access information also available on the NSWC Crane Division web site at http://www.crane.navy.mil/supply/homepage.htm. The Naval Surface Warfare Center has a requirement for Gel Tech Boot Kits for use on the AN/3444 SPG-62 Antenna, an essential component of the MK-99 Fire Control System, for the purpose of weatherproofing critical waveguide components on the antenna, in accordance with Tyco Electronics Corporation/Raychem Electronics Specification Control Drawing number T-FIT-GWG-001, Revision B, dated 01 April 2003. Only Tyco Electronics/Raychem Electronics, 300 Constitution Drive, Menlo Park, CA 94025-1164 will be solicited for this ?Brand Name Only? requirement. This commercial solicitation shall be issued utilizing other than full and open competition procedures. This requirement is anticipated to result in a five-year, firm-fixed price, indefinite delivery, indefinite quantity (IDIQ) supply contract. Delivery will be FOB Destination, NSWC-Crane, Crane, Indiana 47522-5000, within 45 days after receipt of orders. Inspection and acceptance will be at destination by NSWC Crane personnel. This solicitation will be available on or about 21 MAR 2006 at the following address: http://www.crane.navy.mil.supply/announce.htm. The offeror will be required to submit past performance and price proposals. No hard copies of the solicitation will be mailed. The offeror must download from the www site listed. Offer must be submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on ?Submit Bid? does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to download the RFP and to submit offers to the POC at NSWC Crane. NAICS Code 325211; FSC Code 4940. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 30 days after date of publication of this synopsis will be considered by the Government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
