- Description
- The 1st Contracting Squadron, Langley AFB, VA is in the process of determining the acquisition strategy for a requirement to provide Library Services at Langley AFB. The library operates within the Air Force Library and Information System (AFLIS). It serves as the Air Combat Command Reference Library, a General Library, and the focal point for command-wind Learning Resource Center deployment training and support. Learning Resource Centers (LRCs) are established at forward locations to provide deployed members the opportunity to access informational and educational resources to continue their professional and personal development. The contractor shall operate the library as identified in the draft Performance Work Statement as posted. This is a competitive best-value acquisition in which offerors' experience in library operation and price will be evaluated. The period of performance will include a base year and three (3) one-year option periods. NAICS Code 519120 is applicable to this effort, which has a small business threshold of $6.5M. The government is seeking information and comments from industry that will be used to refine the requirement and acquisition strategy to include the following: (a) The government is contemplating a firm fixed price type of contract to fulfill this requirement based upon previous acquisition history. (b) Initial research indicates this service is commercial in nature and we are soliciting beneficial commercial practices, terms and conditions for consideration. (c) This requirement may be set-aside for one of three small business programs (1) certified 8(a) small business, (2) HUBZone or (3) Service Disabled Veteran-Owned small business. All industry comments are encouraged and welcome to assist us with this requirement. All documents associated with this projected requirement will be posted on the FedBizOps website, www.fbo.gov.
