- General: The National Park Service, Department of Interior, intends to negotiate a sole source Indefinite Delivery/Indefinite Quantity, Architect -Engineering Services Contract with the design team lead by Paul Murdoch Architects, 5151 Wilshire Boulevard, Suite 504, Los Angeles, CA 90036 to acquire the below listed services. The Flight 93 National Memorial Act of 2002 (P.L. 107-226) authorized a national memorial to "commemorate the passengers and crew of Flight 93 who, on September 11, 2001, courageously gave their lives thereby thwarting a planned attack on our Nation's Capital." The Act charges the Flight 93 Advisory Commission with developing recommendations for the planning, design, construction, and long-term management of a permanent memorial at the crash site and submitting those recommendations to the Secretary of the Interior by September 24, 2005. The National Park Service is responsible for the development and long-term stewardship of the memorial. The Commission and its other partners - the Families of Flight 93, the Flight 93 Memorial Task Force, and the National Park Service - agreed that a design competition open to everyone would be the most inclusive and democratic way to create a national memorial. The partners of the Flight 93 National Memorial conducted an international design competition to discover a design for the Flight 93 National Memorial. The Partners collectively sponsored the Flight 93 National Memorial International Design Competition with $1 million in support from the Heinz Endowments and the John S. and James L. Knight Foundation. In the spring of 2004, the Families of Flight 93, a nonprofit organization, hired professional design competition advisors to help develop and administer an international competition to design the Flight 93 National Memorial. At the end of the grueling 6-month selection process, the jury's recommendation was forwarded to the Partners. Through this competition process, a design created by Paul Murdock Architects was selected as that which best embodies the Mission Statement as developed by the family members and the Partners. All groups concurred with the recommendation which was then adopted by the Commission and announced publicly on September 7, 2005. The selected design represents the Preferred Design Alternative and the agency's preferred alternative in the General Management Plan. This acquisition is being conducted under the procedures of FAR 5.201 and 6.302. The subsequent contract will be negotiated in accordance with FAR 36.606 and FAR Part 15. The Government believes that the identified contractor is the "only one responsible source" as defined by FAR 6.302-01 (a)(2)(ii) for the required Architect-Engineering services. Firms that believe they can provide the required services described below are encouraged to identify themselves and give written notice to the Contracting Officer. PRIMARY SERVICES REQUIRED: The design team has completed the supplemental services stage for the memorial. The design is currently in between the pre-design and schematic design stage. For the purpose of this contract, the design team led by Paul Murdock Architects will be responsible for completing schematic design, design development, construction document preparation, and construction phase services. REQUIRED DISCIPLINES: Architecture, Landscape Architecture, Mechanical, Electrical, Civil, and Structural design/engineering and documentation services, surveying, HAZMAT testing, and acoustical design. Lighting design, geotechnical engineering, and Historical Architecture may be required. Incidental services, e.g. CADD drafting and 3D modeling, word processing, cost estimating, etc., may be required in the performance of specific task order requirements. Firms believing they can provide the required services must provide supporting evidence in sufficient detail to demonstrate the respondent's ability to meet the stated requirements via submission of Standard Form 330, Parts I and II. This notice is not a request for competitive quotes. All responses received within 30 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should include the completed SF 330 Parts I and II, the firm's Dun and Bradstreet number and identification of the firm's business size in accordance with the size standard. Type of Procurement: A sole source Indefinite Delivery/Indefinite Quantity type contract is anticipated.
