Description

The Department of Defense Education Activity intends to award a sole source procurement, under the authority of FAR 6.302 and using FAR Part 12 commercial procedures, to Language Learning Solutions to provide online proficiency assessments, technical support, one day of face-to-face professional development training, and related materials that support the online proficiency assessments. The online assessment program is an integral part of DoDEA?s foreign language program. Proficiency assessments will be required for Spanish, Japanese, German, and French for the firt year and any option years, for Mandarin Chinese and Italian for option years one through four, and for Korean and Arabic in option years two through four. This is not a request for competitive quotes. Interested organizations may submit their capabilities and qualifications statement that clearly supports and demonstrates their ability to perform the requirement. All submissions must be sent to the identified point of contact and received not later than 2:00 p.m. EST on March 17, 2006. The capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The determination by the Government not to compete this proposed effort under full and open competition shall be based upon the responses to this notice, and the decision rests solely within the discretion of the Government.
