Description
This notice serves to announce that USAID/Bolivia will be issuing a request for quotes. The intent of this solicitation will be to seek quotes from qualified Organizations or individuals with demonstrated expertise to conduct a USAID/Mission Inclusion Retreat. In December 2005, USAID/Bolivia completed development of its ?Strategic Plan for Promoting Diversity, Inclusion and Equality of Opportunity?. In brief, it provides an initial road map for how the Mission can do a better job promoting inclusion of indigenous peoples in its activities, including in Mission staffing (e.g. professional staff on the technical teams) and programming, to improve its ability to accomplish the goal of promoting ?sustained and equitable development under democratic rule of law?. While the indigenous in Bolivia are the majority of the country?s population they have been historically marginalized socially, politically and economically. This is reflected in the extremely poor social indicators that characterize these populations and in the country?s chronic instability. The Mission Inclusion Committee has identified the need for a Mission retreat to officially ?launch? the implementation of the strategy and to promote Mission-wide buy-in to its vision. The contractor shall work with the Mission Inclusion Committee to provide assistance in familiarizing the new Strategy to all Mission staff and preparing them for its implementation. Though some emphasis of the retreat will focus on the ?why? of why this initiative is important to the Mission: i.e., current Bolivian context, sharing of common value of diversity in the Mission, etc? the primary focus of the retreat should very much be on the ?how? of how the Mission will implement the strategy. Key information and training elements in support of Strategy themes should also be included as part of this retreat. The estimated period of performance must be initiated by o/a April 17th, 2006 and be completed o/a May 26, 2006. Specific dates for the intervention will be negotiated with the contractor once staffing is proposed and accepted by the Mission.
