Description
This is a Notice of Intent to award a sole source contract under Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or service will satisfy agency requirements. The government intends to award a sole source fixed price contract to Management Concepts, 8230 Leesburg Pike, VA 22182. If any interested parties can fulfill this requirement, please provide statement of interest to this office by 4:00 p.m. eastern time on 17 March 2006. Electronic submissions are acceptable. SUBJECT: Sole Source Request for one on-site 5-day Leadership Workshop and one on-site 3-day Emerging Leader Workshop for Defense Logistics Information Service (DLIS) employees. These workshops should be modified and tailored to meet the specific needs of DLIS and request that the same facilitators deliver these programs to ensure continuity and a greater understanding of DLIS's goals and culture. The contractor delivering these workshops must have knowledge and understanding of the culture and climate of DLIS and of the leadership philosophy within DLIS. Objectives for both courses follow. DLIS Leadership Development Workshop (5-Day): The 5-day workshop should be geared for managers, supervisors, and team leaders. The course should include team building exercises, role playing and practical exercises. The course will be focused on enhancing the core OPM Leadership competencies: DLIS Vision and Mission and Core Values. Leadership Roles - Leadership Styles, Approaches, and Traits; Applying an Effective Decision Making Process; Effectively Delegating Work and Responsibilities; Getting the Most Out of Employees; Planning and Organizing Goals, Projects, Priorities, and Resources. Communication - Delivering Feedback; Strategies for Getting the Best Results When Dealing with Other Communication Styles; Inspiring Trust; Awareness of Self and Others; Verbal, Vocal, and Visual Elements that Support a Sender's Message; Interpersonal Communication and Maintaining Relationships; Group Communication; Skills to Overcome Communication Barriers; Communication and Conflict Resolution. Conflict Management - Understanding Different Types of Conflict; Dealing with Anger, Defensiveness, and Hostility; Communicating Assertively, Disagreeing Diplomatically, and Gently Confronting; Improving Listening and Understanding; Dealing with Conflict and Reaching Consensus. Appropriate Corrective/Disciplinary Action - Conducting a Performance Plan Discussion/Clarifying Performance Expectations; Observing and Documenting Performance; Providing effective Feedback; Comparing Actual Performance with Expected Performance; Using Coaching During a Progress Review; Dealing with Unsatisfactory Performance. Coaching/Motivation - Empowering Staff and Reinforcing Positive Employee Performance; When to Use Coaching to Improve Poor Performance; Finding the Cause of a Performance Gap; Creating High Expectations That Have the Desired Effects on Employees; Building Good Management/Staff Relations; Keeping Employees Informed-Questions Managers Need to Be Able to Answer; Motivators for the Employee/guidelines for Motivating; Building and Sustaining High Performance Teams. DLIS Emerging Leader Course (3-Day): The 3-day course should be geared toward employees who are emerging leaders within DLIS. The course should focus on the leadership competencies individuals who are striving towards leadership positions will need to demonstrate in their roles. The course will include team building exercises, role playing and practical exercises that build knowledge and skills in the following areas: DLIS Vision and Mission and Core Values. Learning and Leadership ? Leadership Growth; Wheel of Learning; Leadership Development. Leadership ? Leadership Styles, Approaches, and Traits; Makings of an Effective Leader; Leadership Theory and Practice; Planning and Organizing Goals, Projects, Priorities, and Resources. Communication ? Delivering Feedback; Strategies for Getting the Best Results when Dealing with Other Communication Styles; Inspiring Trust; Awareness of Self and others; Verbal, vocal, and visual elements that support a sender?s message; Interpersonal communication and maintaining relationships; Group communication; Skills to overcome communication barriers; Communication and conflict resolution. Conflict Management ? Understanding different types of conflict; Improving listening and understanding; Dealing with conflict and reaching consensus. Coaching/Motivation ? Cultivating commitment and motivation; Maximizing employee capabilities; Motivators for the employee/guidelines for motivating; Teambuilding; Building and sustaining high performance teams.
