Description
The US Department of the Interior, Minerals Management Service (MMS), intends to award a sole source purchase order as a sponsoring Federal Agency to the Colorado School of Mines, Center for Welding, Joining and Coatings (CSM) for the following tasks in accordance with FAR Part 6.302-1: only one responsible source and no other supplies or services will satisfy agency requirements. The purpose of this Joint Industry Project (JIP) is to determine the hydrogen damage susceptibility of high strength steel used in the offshore Oil & Gas pipeline transportation system due to magnetization under realistic conditions of MFL inspection experienced in the field. This study is largely based on the findings as a result of the previous program. It is proposed to experimentally understand and characterize the behavior of thick, high strength pipeline steels under simulated field conditions with respect to: (a) Steel strength of the pipe (b) Stresses in different directions of pipes due to: (i) Residual cold work stress (pipe formation) (ii) Surface damage (operation) (iii) Fluid pressure (c) Hydrogen activity due to: (i) Cathodic protection (ii) Steel environment: soil (iii) Steel environment: pipe fluid (d) Temperature (e) Remnant magnetism in steels after pigging as a function of time. The simulated values for (a)-(e) in the laboratory shall be those that are experienced in the field. The research project will quantitatively measure the hydrogen induced cracking susceptibility and aqueous corrosion of steel under these simulated conditions. The MMS will provide sponsorship funding in the amount of $99,498.00 for a two year period of performance. The NAICS code for this requirement is 541690 "Other Scientific and Technical Consulting Services." This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the government.
