Description
The National Park Service, Santa Monica Mountains National Recreation Area, has identified a requirement to solicit, negotiate and award an Indefinite Delivery/Indefinite Quantity contract for Cultural Resources Services. The awarded contract will be for a Base Year with four one year options exercisable at the sole discretion of the Government. The recreation area encompasses 150,000 acres of the Santa Monica Mountains and includes Federal, State, County and City Park land, as well as private land. Numerous cultural resource projects and studies are needed for the recreation area including: cultural resources inventories, archeological excavations, ethnographic studies, historic studies and geographic studies. The primary purpose for the services are to make the information available to park staff for management decisions. The reports should also be useful to professionals and visitors. Services shall be done in accordance with " The Secretary of the Interior's Standards and Guidelines for Archeology and Historic Preservation," refer to website @http://www.cr.nps.gov/local-law/arch_stnds_9.htm, and the National Park Service Cultural Resource Management Guidelines (NPS-28). MINIMUM QUALIFICATIONS ARE AS FOLLOWS: The Principal Investigator, Project Manager, Archeologist, Historian, Historic Architect, Architectural Historian and all Field and Lab Directors MUST meet the appropriate Secretary of the Interior Standards. Technical proposals that do not demonstrate meeting or exceeding these standards will not be evaluated further, and therefore, not considered for award. THE TECHNICAL EVALUATION CRITERIA THAT REPRESENT THE FACTORS TO BE USED IN EVALUATING OFFERS ARE LISTED IN DESCENDING ORDER OF IMPORTANCE AS FOLLOWS: (A) EXPERIENCE: (A) (1) Demonstrated academic credentials for all key personnel listed; (A) (2) Demonstrated professional research experience of all key personnel listed, with emphasis on experience in the Santa Monica Mountains. List at least two projects as examples and list references; (A) (3) Demonstrated publications and reports of all key personnel listed. List at least 2 projects as examples and list references; (A) (4) Demonstrated technical abilities of the Offeror to provide the full range of services and/or equipment (either in-house or through subcontractors) for the following services that are likely to be needed during the life of this contract: a) Archeological and geological services; b) Ethnographic services; c) Historic, architectural and geographic services; d) Curation services; e) Report preparation and adminisatrative services; and f) Lab and professional technical consulting services. List at least two projects as examples and list references.; (A) (5) Demonstrated capabilities of the Offeror to respond in a timely manner to park needs. List at least two projects as examples and list references; (A) (6) Demonstrated responsiveness of the technical proposal which addresses the types of studies in the scope of work. List at least two projects as examples and list references. (B) PAST PERFORMANCE: (B) (1) Demonstrated history of successful, timely, and responsive management of cultural resource management contracts for the firm and key personnel performed within the past five years. Offerors shall demonstrate successful past performance of similar services by providing dates, locations, customers/clients, point of contacts and the management structure in place to accomplish the work; (B) (2) Demonstrated history of successful cooperation and teamwork with local agencies, the California Office of Historic Preservation and Chumash and Gabrielino/Tongva groups. List at least two projects as examples and list references. (C) PRICE: Price is not scored. However, prices will be evaluated. The Technical Proposal and Past Performance will be equal to price. The North American Industry Classification System (NAICS) code applicable for this procurement is, 541720, Archeological Research and Development Services. This procurement is unrestricted. The National Park Service encourages the participation of small, minority and woman-owned business enterprises. The soliciatation and all attachments will be available on or about April 3, 2006, and responses will be due approximately 30 days following issuance of the Request for Proposal (RFP) on this website: http://www.fedbizopps.
