Description
This request is for Information Only and is not a Request for Proposal. The Naval Facilities Engineering Command, Midlant, Norfolk, Virginia is hereby soliciting notices of interest from potential offerors to provide all material, labor, supervision, tools, equipment, transportation and management necessary to provide a collection point to receive refuse delivered on behalf of the Government which will include non-hazardous putrescible and nonputrescible solid waste, unused medical supplies, condemned food, sewage sludge and non-hazardous industrial waste. The Contractor must have the capability to convert the refuse into steam and electricity for the Norfolk Naval Shipyard, Portsmouth, Virginia. The North American Industry Classification System (NAICS) code is 562998 and the size standard is $5,000,000.00. The Southeastern Public Service Authority is the only known source which can meet this requirement without a disruption to continuing operations. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of Federal Acquisition Regulations 6.302-1. The desired contract vehicle will be a firm-fixed price contract with a base year and four (4) options. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Interested sources should provide a letter of interest via email in Microsoft Word format to: elizabeth.carmack@navy.mil. The letter of interest should include the following: 1)Name and address of firm 2)Name of two principles to contact, include title and telephone number 3)Brief description of previous experience that relates to this requirement. Information should be received no later than 23 March 2006. This notice of intent is NOT a Request for Proposals.
