- The Fleet & Industrial Supply Center (FISC) Norfolk is seeking information on sources that can provide services, programs, personnel and their management and administration for the Department of Navy (DON) Civilian Human Resources Benefits Contact Center (HRBCC). The HRBCC provides a full range of support to current and separated Navy civilian employees and separated Navy civilian employees and from prospective employees who have accepted a position with the DON. Employees are located worldwide, seeking advice, guidance, and information about Federal Employees? Health Benefits (FEHB), Federal Employees? Group Life Insurance (FEGLI), and Thrift Savings Plan (TSP). Limited information is provided on Federal retirement programs. The draft Performance Work Statement (PWS) is under review to determine the applicable North American Industry Classification System (NAICS) code for the procurement. Therefore, all interested parties are requested to submit information on their size standard and the NAICS codes for which they are certified. The following NAICS codes and size standards are potentially applicable to this requirement: 541513 ? Computer Facilities Management Services - $23.0M; 541612 ? Human Resources and Executive Search Consulting Services - $6.5M; 541613 ? Marketing Consulting Services - $6.5M; 561330 ? Professional Employer Organizations - $12.5M; and 561421 ? Telephone Answering Services - $6.5M. In addition to the above, your response should include the following information: Type of company (i.e. 8(a), Woman Owned Small Business (WOSB), Small Business (SB), Veteran Owned, Service Disabled Veteran, etc.), number of employees, revenue for the past three (3) years, relevant past performance on same/similar work dating back five (5) years and your company?s capability to perform the type of work required. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition as specified in the attached draft PWS. Also, please indicate if your company would propose as a prime contractor for this effort or as a subcontractor. If you consider entering into a teaming arrangement, you should provide the name of all teaming partners, the type of teaming arrangements, and address the specific services each member will provide. You may use the Technical Capability Information sheet provided with this Sources Sought Notice or provide the applicable information in your own format.
