Description
This is NOT a solicitation. A solicitation will be publicized separately on this website. This notice is for a full and open competitive procurement. The National Transportation Safety Board (NTSB) Headquarters (HQ), located at 490 L'Enfant Plaza East, SW, Washington, DC 20594, uses the Lucent Technology ISDN Definity G3si telephone switch and Intuity Voicemail Systems for its daily telecommunications. The NTSB HQ telephone system is composed of a Definity G3si, Revision 10, voice and Audix voicemail telephone system in a multi-point configuration. Connected to the system is a long distance T1 trunk, 3 local PRI trunks and 700 DID numbers. This network serves a combination of approximately 350, 8510 and 8520 ISDN user stations. The stations are deployed over three (3) floors in NTSB HQ and are connected to the G3si via patch panels and punch down blocks located in 19 wire closets throughout the facility. The NTSB requires a certified Definity system technician to provide technical support for the full capability and usage of the Definity system to include both ISDN and digital telephone set relocations, additions, changes, repairs, running reports, and troubleshooting major and minor system shutdowns. The NTSB requires one (1) technician for four (4) hours per day, one day per week, and on an on-call basis. Award will be made to the responsible offeror whose proposal is technically acceptable and the lowest price. GO/NO-GO CRITERIA In order for an offeror's proposal to be considered for award, it must meet the following criteria: ***The offeror must provide at least two (2) technicians that are certified by Avaya, Inc. to work on the Avaya Communication Manager Release 10 with a form factor of G3si r10 (Avaya Certified Associate).*** Every proposal meeting the Go/No-Go Criteria stated above shall be evaluated and determined either technically acceptable or not acceptable. Past Performance will be evaluated to assess contractor responsiblity. The period of performance of this requirement is for a base year [twelve (12) months] after the effective date of award, plus four (4) option years for a maximum total of five (5) years. It shall be the responsibility of each prospective offeror to closely and frequently monitor this fedbizopps website for any amended synopses that might be publicized, as amendments often contain crucial information. It is anticipated that the solicitation package will be available for download on or about March 10, 2006. When issued, a link to the solicitation will be posted on this website. All responsible sources may submit a proposal.
