- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ), number DLQ060022. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-08. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 561310. This solicitation is set aside for small business concerns. The Small Business Annual Receipts for the firm and its Affiliates, for the preceding three (3) fiscal years does not exceed $6.5 million. Line Item 0001 - Computer System Analyst III SCOPE: Under this task order, the Contractor will independently provide support services to satisfy the overall operational objectives of the BLM-Idaho State Office. The primary objective is to provide contractor services and deliverables through performance of computer systems administration services for the Support Services Division, Branch of Information Resources Management. THE CONTRACTOR SHALL: (a) Perform a variety of information technology (IT) duties and responsibilities involving IT security implementation, network services, data management, and systems administration on Windows XP, Server 2000, Server 2003, SQL, and Citrix architecture. (b) Provide all necessary labor services for support of application software, servers, and Personal computers belonging to the Bureau of Land Management (BLM) within the Idaho region. (c) Develop system backup and recovery procedures. (d) Ensure the rigorous application of information security/information assurance policies, principles, and practices in the delivery of network services. (e) Plan and schedule the installation of new or modified hardware and operating systems and application software. (f) Oversee login accounts, network rights, and access to systems. (g) Oversee system resources including performance, capacity, availability, serviceability, and recoverability. (h) Implement security procedures and tools. (i) Develop and document systems administration standard operating procedures. (j) Resolve hardware/software interface and interoperability problems. (k) Maintain system configurations. (l) Oversee the installation and integration of system fixes, updates, and enhancements. DELIVERABLES (a) Follow established BLM-and Idaho-specific policies and procedures such as the SOP (Standard Operating Procedure) for systems administrators. (b) Respond to and resolve assigned trouble tickets generated by the local or National Bureau help Desk. (c) Shall be assigned to the Idaho State Office centrally located IRM working area. (d) Shall provide assistance to BLM internal customers, all system administrators, and User Support Team (UST) personnel to troubleshoot and resolve problems with the systems, peripherals, BLM-specific software and COTS application software. (e) Shall update and validate BLM-Idaho documentation as it relates to inventory tracking, system configuration, and troubleshooting of issues. Software and instruction for this purpose will be provided by the Supervisory IT Specialist. (f) Shall make recommendations to the Supervisory IT Specialist of the need for new policies or procedures related to the support and maintenance of the BLM computer systems. (g) Develop and/or update various SOPs related to systems administration, IT security implementation, IT disaster recovery, and account administration. CERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER EXPERTISE REQUIRED: Must have experience and capability to perform all listed tasks. PERIOD OF PERFORMANCE: The period of performance includes one year estimate start date March 27, 2006 through March 23, 2007. PLACE OF PERFORMANCE: The primary place of performance is 1387 South Vinnell Way, Boise, ID 83709. OPERATIONAL HOURS: The core functions described in the statement of work shall be staffed by the Contractor from 7:30 am to 4:30 pm Monday through Friday with the exception of observed government holidays. The work week will be performed 40 hours per week during normal business hours. Overtime is authorized. Advance written authorization will be submitted to the Contracting Officer (CO) prior to scheduling of overtime. TRAVEL: Travel will be authorized within the State of Idaho for other Field Office assistance. Travel will also be authorized outside the State of Idaho for training purposes. All travel must be submitted in writing to the CO prior to travel being taken. TRAINING (a) All training that has a cost associated to it must be submitted in writing to the CO prior to training. (b) The contractor is required to complete on-line Annual End-user Federal Information Systems Security Awareness Training and must also complete at least one additional IT Security training course directly related to their duties each fiscal year, available on-line. SAFTEY ISSUES: All performance must comply with existing BLM safety policies and procedures. GOVERNMENT-FURNISHED EQUIPMENT, BADGE, KEYS AND/OR FACILITLIES (a) All hardware/software needed. (b) Identity/building access and system access badges as required SECURITY CLEARANCE/POLICE CHECK/DRIVING RECORD CHECK Work under this task order is UNCLASSIFIED. The contractor shall comply with all applicable Office of Personnel Management security regulations and procedures during the performance of the task order. The contractor shall not disclose and must safeguard procurement sensitive information, computer systems and data, Privacy Act data, and Government personnel work products that are obtained or generated in the performance of this task order. This position requires a High Risk (HR) Public Trust background investigation (BI). Prior to the start of the contract, a National Agency Check (NAC) will be conducted to verify the identity of the individual applying for clearance. Upon successful completion of the NAC process, an identification card will be issued and access granted. Simultaneously, a NAC with Inquiries (NACI) and HR BI will be initiated to determine the individual's suitability for the position. If the NACI and/or HR BI adjudication is favorable, nothing more needs to be done. If the adjudication is unfavorable, the credentials will be revoked. In the event of a disagreement between the recipient and the Government concerning the suitability of an individual to perform work under this contract, BLM shall have the right of final determination. If the contractor has already been credentialed by another agency through OPM, and that credential has not yet expired, further clearance may not be necessary; however, the contractor must provide the Contracting Officer with documentation that supports the individual's status. CONTRACTING OFFICER'S REPRSENTATIVE (COR): The COR will provide general guidance on limitations and deadlines, and is responsible for administration of the task order in compliance with the contract to include inspection and acceptance of deliverables. CONTRACTOR PERSONNEL SECURITY AND SUITABILITY REQUIREMENTS Performance of this contract requires contractor personnel to have a Federal government-issued personal identification card before being allowed unsupervised access to a DOI facility and/or information system. The COR will be the sponsoring official, and will make the arrangements for personal identify verification and card issuance. At least two weeks before start of contract performance, the Contractor will identify all contractor and subcontractor personnel who will require physical and/or logical access for performance of work under this contract. The Contractor must make their personnel available at the place and time specified by the COR in order to initiate screening and background investigations. The following forms, or their equivalent, may be used to initiate the credentialing process: OPM Standard Form 85 or 85P OF 306 Fingerprint card (local procedures may require the fingerprinting to be done at a police station; in this case, any charges are to be borne by the contractor.) Release to Obtain Credit Information PIV card application (web-based) Contractor employees are required to give, and to authorize others to give, full, frank, and truthful answers to relevant and material questions needed to reach a suitability determination. Refusal or failure to furnish or authorize provision of information may constitute grounds for denial or revocation of credentials. Government personnel may contact the contractor personnel being screened or investigated in person, by telephone or in writing, and the Contractor agrees to make them available for such contact. Alternatively, if an individual has already been credentialed by another agency through OPM, and that credential has not yet expired, further investigation may not be necessary. Provide the COR with documentation that supports the individual's status. During performance of the contract, the Contractor will keep the COR apprised of changes in personnel to ensure that performance is not delayed by compliance with credentialing processes. Cards that have been lost, damaged, or stolen must be reported to the COR and Issuing Office within 24 hours. Replacement will be at the contractor's expense. If reissuance of expired credentials is needed, it will be coordinated through the COR. At the end of contract performance, or when a contractor employee is no longer working under this contract, the Contractor will ensure that all identification cards are returned to the COR. Before starting work under this contract, a National Agency Check (NAC) will be conducted to verify the identity of the individual applying for clearance. In the event of a disagreement between the Contractor and the Government concerning the suitability of an individual to perform work under this contract, DOI shall have the right of final determination. This requirement must be incorporated into any subcontracts that require subcontractor personnel to have routine and regular unsupervised access to a Federally controlled facility for more than 180 calendar days or unsupervised access to a Federally controlled Level 3 or 4 information system. GOVERNMENT VEHICLE OPERATION: If government vehicle is authorized for the occasional travel the following conditions will apply to the contractor: Government Property Management and Use: The BLM assumes no liability for any actions or activities conducted under this contract except to the extent that recourse or remedies are provided by Congress under the Federal Tort Claims Act (28 USC 1346(b), 2401(b), 2671-2680, as amended by PL 89-506, Stat.306). Use of Government Vehicle: The required use of a government vehicle will require the BLM to provide Defensive Driving Training for any contractor not yet certified with the BLM Defensive Driving Certificate. Either a current defensive driving certificate will be presented or the defensive driving training will be conducted and certified before the operation of any government vehicle. Required Insurance: The Contractor shall, at its own expense, procure and thereafter maintain Automobile Insurance. This insurance shall be required on the comprehensive form of policy and will provide bodily injury liability and property damage liability covering the operation of all vehicles, including government owned, used in connection with the performance of the contract. At least the minimum limits of $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage shall be required. SPECIAL CLAUSES: 52.204-9 - Personal Identity Verification of Contractor Personnel. (a) The Contractor shall comply with agency personal identity verification procedures identified in the contract that implement Homeland Security Presidential Directive-12 (HSPD-12), Office of Management and Budget (OMB) guidance M-05-24, and Federal Information Processing Standards Publication (FIPS PUB) Number 201. (b) The Contractor shall insert this clause in all subcontracts when the subcontractor is required to have physical access to a federally-controlled facility or access to a Federal information system. 52.222-41 Service Contract Act of 1965, as Amended (July 2005) (41 USC 351, et seq.) 52.222-42 Statement of Equivalent Rates for Federal Hires (May 1989) In compliance with the Service Contract Act of 1965, as amended, and the regulations of the Secretary of Labor (29 CFR Part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332. This Statement is for Information Only, It is not a Wage Determination Employee Class (Job Code - 03103) GS-12 Monetary Wage -- Fringe Benefits: $27.62 + $2.87 = $30.49 The provision at 52.212-1, Instructions to Offerors-Commercial Items is applicable. The provision at 52,212-2, Evaluation-Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision. Quotes will be evaluated on past performance, and price listed in descending order of importance. Past performance will be based on the Contracting Officer's knowledge, contacting provided references, and other reasonable sources. Offerors shall include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause 52.212-4, Contract Terms and Conditions-Commercial Items, is applicable. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is applicable, and the following additional FAR clauses cited in the clause are applicable: 52.204-07, 52.219-06, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.223-06, 52.232-33.
