- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Blitz Solutions, Morrison, CO, under the authority of FAR 13.106-1(b) Soliciting From a Single Source, relative to developing standard test methods and metrics for performance of US&R robots; tasks include defining a set of key classifications/descriptors necessary to describe and differentiate particular robotic technologies applied to the US&R domain, planning/organizing/conducting three (3) Dept. of Homeland Security Responder/Robot Evaluation Exercises and producing a compendium of applicable robotic technologies for emergency response. This is a sole source requirement as the vendor has extensive operational experience in using robots applied to urban search and rescue tasks as part of both military and civilian disaster response efforts, and extensive knowledge of advanced technology integration and exploitation procedures in high risk/high payoff robotic mission profiles, a unique skill set necessary to achieve NIST?s project objective. A fixed price purchase order will be issued on or about Mar. 31, 2006 with a 4-mo. performance period and one 5-mo. option period. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. See Note 26
