- Description The Department of Health and Human Services, Centers for Disease Control and Prevention, is seeking applications from qualified for a Monitoring and Evaluation (M&E) Specialist position located in Georgetown, Guyana. The resultant contract shall be a Personal Services Contract (PSC). SOLICITATION NUMBER: 2006-N-08416 POSITION NUMBER: GY-PSC-01 ISSUANCE DATE: March 9, 2006 CLOSING DATE/TIME: March 24, 2006 at 10:00AM Eastern Standard Time POSITION TITLE: Monitoring and Evaluation (M&E) Specialist MARKET VALUE: $53,164 ? $69,116 (PSC-11) Final compensation will be based on individual salary history, work experience, and educational background. PERIOD OF PERFORMANCE: 5 Years (1 Base Year and 4 OptionYears) PLACE OF PERFORMANCE: Georgetown, Guyana SECURITY CLEARANCE: No AREA OF CONSIDERATION: United States Citizens and third country nationals. Citizens and permanent residents of the host country are not eligible for this position. Duties and Responsibilities The Monitoring and Evaluation (M&E) Specialist will serve as the central collection point for all Strategic Information data produced by CDC and Emergency Plan-funded activities in Guyana. The M&E Specialist will be responsible for ensuring this data (including required indicators and surveillance data) is collected in a timely manner (ie., within established reporting timeframes and deadlines) and for collating, analyzing and disseminating it to the appropriate requesting offices (e.g., CDC/GAP HQ the Office of the Global AIDS Coordinator, or consumers of surveillance data). Maintain continual contact with CDC and Emergency Plan-funded partners to ensure they understand and are prepared to meet regular USG reporting deadlines. Also ensure that partners are aware of and understand the indicators they will be responsible to report on in each given reporting cycle. Collect, collate, and disseminate indicator and HIV/AIDS surveillance data from partners. Ensure these data are processed and submitted to the relevant reporting agency by the predetermined reporting deadline. These deadlines will incude, but not be limited to, the annual Emergency Plan Country Operations Plan; the Emergency Plan annual and semi-annual reports; CDC Global AIDS Program annual report. Analytical work in this section will include drafting and editing narratives for each of these reports, as well as analyses that are relevant to in country HIV/AIDS surveillance activities and the development of Health Management Information Systems (HMIS). Serve as the principal point of contact and ensure the oversight of all operational research and evaluation activities described in the Strategic Information section of the Country Operational Plan. This oversight will include (but not be limited to), designing and implementing practical training courses in Monitoring and Evaluation (M&E) and using M&E data to improve programs and inform key stakeholders. Coordinate with the Office of the Global AIDS Coordinator (OGAC) to ensure that all in country Strategic Information activities are consistent with OGAC guidelines and requirements. Contribute to the evolution of CDC and Emergency Plan reporting requirements. This may include providing input on the selection of indicators, the development of new reporting time-tables and new reporting documents. The incumbent will also serve as the CDC representative on the Monitoring and Evaluation Resource Group (MERG). In this capacity he or she will be encouraged to suggest ways the process may be streamlined and/or made more efficient. Assist the Guyanese Ministry of Health to develop and implement national M&E planning activities. Coordinate USG Strategic Information activities with the MOH and other international partners. Coordinate technical assistance visits from CDC headquarters when requested by the Ministry of Health or other eligible partners. Assist in the coordination and oversight of evaluation projects. Provide support for the collection and analysis of data associated with evaluations and operational research in Guyana. As the focal point for Emergency Plan-funded strategic information activities in Guyana, the incumbent will be partners' primary source of up-to-date information about the field (e.g., best practices). The incumbent will also work with the Ministry of Health, other partners and members of the CDC/GAP Guyana technical staff to provide timely data to studies, articles, presentations and other material. Minimum Qualifications a) Familiarity with the overall goals and objectives of the CDC, the Global AIDS Program, and the President?s Emergency Plan for AIDS Relief. b) Master?s degree in a related field (e.g. public health, development). This educational requirement may be waived for candidates posessing at least 5 years of senior level professional experience in monitoring and evaluation and surveillance. c) Candidates meeting the minumum educational requirement must have at least 1 year of professional experience in monitoring and evaluation or other public health program management. Candidates who do not meet the minimum educational requirement must have 5 years of professional experience in monitoring and evaluation and surveillance. d) Level 5 fluency in English (written and spoken) is required. e) Proficiency in the Microsoft Office suite of programs (Word, Excel, PowerPoint). Desired Qualifications a) Knowledge of CDC and U.S. Government operations and regulations. b) A working knowledge of Guyana?s geography and post-independence history. c) Demonstrable professional experience with monitoring and evaluation or a related field of data collection and dissemination (e.g., surveillance). d) Familiarity with statistical software (e.g., SAS, SPSS). Selection Factors The applicant that represents the best value to the Government will be considered for award of this Personal Service Contract (PSC). To determine best value, the following factors will be considered: 1. The extent an applicant meets the minimum and desired qualifications based on information obtained through the application package and interviews. Note that interviews may or may not be conducted; therefore, the application package should clearly identify how well the applicant meets the minimum and desired qualifications of this position. Interviews, if conducted, may be either in-person or via telephone. 2. Information collected from reference checks. References will only be verified for those applicants determined to have a reasonable chance of being selected for award. 3. Results of a cost assessment. The cost assessment will determine the total cost (salary plus benefits and allowances) of the applicant for the complete term of the contract (base period plus any option years). In determining best value, paramount consideration shall be given to technical merit (applicant qualifications and reference checks) rather than to cost.
