- Description
- The National Institutes of Health (NIH), (NIDCD) intends to award a sole source purchase order utilizing simplified acquisition procedures (FAR Part 13) to Michelle Esserman of Washington, DC. NIDCD requires support in the day-to-day content management and development of its Web sites. It is expected that this support will include a part-time contractor to fulfill the role of NIDCD Online Information Development Specialist. The incumbent of this position has lead responsibility for improving the design, functionality, and content of NIDCD's online services. Specifically, the work to be performed includes: * Oversee content planning, coordination, and development for the NIDCD Web site. * Organize and present the content in effective and aesthetically pleasing ways. * Work with clearinghouse and Web/IT contractors to ensure that site content is accurate and up-to-date, meets user needs, and follows Web best practices. * Provide substantive editing services for Web content written by others. * Ensure that site architecture and navigation is updated to meet changing user goals and needs. * Work with Web contractors to implement a promotion plan aimed gaining new users and encouraging current users to visit the site more frequently. Make recommendations to NIDCD for changes to the site in response to these patterns and trends, and implement those proposed changes that are approved. * As needed, coordinate with contractors to plan and carry out usability testing. Special Requirements: The contractor must have extensive experience in Web site design, organization, and management. The contractor must also have knowledge of writing for the Web and of biomedical science fields and terminology. NIDCD reserves the right to interview and approve or disapprove the proposed Online Development Specialist. Reporting Requirements: The contractor shall provide reports at the beginning of each month summarizing key activities that were completed or in progress during the preceding month. The contractor shall use existing NIDCD reporting and tracking systems for these reports. Location of Work: The Online Development Specialist is expected to be performed on-site at the NIDCD offices in the building 31 on the NIH campus as designated by the Project Officer. Additional support activities may be performed at the offices of the contractor as necessary and/or appropiate. Period of Performance: One year from date of award. Evaluation Criteria: Experience: Demonstrated extensive experience in Web site design, organization, and management, as well as thorough knowledge of World Wide Web technologies, trends, and applications. Experience in writing and editing materials for the Web on biomedical topics. Technical/Management Approach: Demonstrated full understanding of the goals, expectations, and technical/managerial aspects of this contract, including recognition of the variability of the work Cost/Price: While price will not be the most important evaluation factor, proposed prices will be considered in determining the contractor that represents the best value to the government.
