Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being conducted as a 100% small business set-aside under Federal Acquisition Regulation (FAR) Parts 12 and 13 (test program). The North American Industrial Classification Code (NAICS) Number is 334310; and the size standard is 500 employees. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-08. Electronic FAR clauses and provisions can be accessed at http://www.arnet.gov. The Federal Bureau of Investigation (FBI) intends to award a one-time firm-fixed price contract with one vendor (single award) under Request for Quote (RFQ) E002628 for Digital Video Motion Detectors. Minimum salient characteristics for this item are intended to be descriptive, not restrictive, and to indicate the quality and characteristics that are deemed satisfactory to the FBI. The schedule for supplies/equipment shall include: 1) Digital Video Motion Detectors - Quantity (100) - Minimum Salient Characteristics: Operate from a DC supply range from 7V to 15V DC; Single Channel. The following adjustable parameters that must be available from the front panel only : Motion Detection ? must be able to analyze up to 8 areas in the image; Direction ? shall have the ability to analyze motion moving in a particular direction; Sensitivity ? shall have the ability to discriminate the moving object from the background; Tracking Time ? shall have the ability to measure the duration of motion to qualify an alarm; Zone Pattern ? shall have the ability to mask out certain areas of the field of view to trigger an alarm; Alarm Buzzer ? shall have the ability to sound alarm whenever an alarm output is generated and also have the ability to turn the buzzer off; Alarm Relay Outputs ? shall be in universal form-C (NO, COM, NC) alarm relay to generate contact closure and opening; On Screen Display ? the display overlaid on the video image shall be available for information to be observed; Timers ? shall have at least three independent on/off timers used to enable/disable motion detection and one day/night timer to toggle between user defined parameters; Date/Time ? shall have on screen date/time and allow for disabling when needed; Video Loss ? shall have the ability to provide a relay output upon loss of video and include a video loss buzzer with the ability to turn it ON/OFF; Factory Default ? shall have the ability to reset to the factory default settings. One contract will be awarded on an ?ALL OR NONE? basis. Product brochures and detailed descriptions of each product must be submitted with each quote. Confirmation that the product submission meets or exceeds the minimum salient characteristics must be submitted with each offer. In addition, detailed warranty information shall be included for the proposed equipment. Delivery of all products shall be 45 days after receipt of order. Due date for receipt of quotes is Friday, March 24, 2006 at 12:00PM EST. Quotes shall be valid for 60 days. All quotes will be considered. Faxed or e-mailed quotes will be accepted. The provision at FAR Clause 52.212-1. Instruction to Offerors (JAN 2006) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: b) Submission from offer (s) is to read as follows: ?Submit signed and dated offer(s) to the attention of Ms. Renee L. Braun, Contracting Officer, at FBI Academy, Building #15-FMU, RFQ-0182457, Quantico, Virginia 22135. The quote may be facsimiled to (703) 632-1844. Provision 52.212-2. Evaluation ? Commercial Items (JAN 1999) is included by reference. This requirement will be awarded to the low price technically acceptable (LPTA) offeror. Clause 52.212-3, Offeror Representations and Certifications (MAR 2005) is applicable. Please include a copy of this provision with your quotation. As prescribed in FAR 12.301 (b) (2), an offeror shall complete only paragraph (j) of the 52.212-3, if they have successfully completed the annual representations and certifications via the online website at http://orca.bpn.gov. Clause 52.212-4. Contract Terms and Conditions ? Commercial Items (SEP 2005) applies to this acquisition. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders (JAN 2006), applies to this acquisition. Applicable clauses under 52.212-5, include: (5)(i), (14), (15), (16), (17), (18), (19), (23), (26), and (31). This contract will be awarded as a commercial item in accordance with FAR Parts 12 and 13.
