Description
The Department of the Air Force, Electronics Systems Center, CC2SG/PK at Hanscom AFB, MA 01731 intends to award a Cost Plus Award Fee (CPAF) contract to Thales Raytheon Systems (TRS) Company, (1801 Hughes Drive Fullerton, CA 92833-2249) to provide critical data links, capabilities for BCS Fixed and Mobile. This contracting effort will develop and deliver Common Battle Management Software (CBMS), Spiral 3 Sentry software updates for the BCS-F and M systems, as well as system documentation. It will also provide unique system training, integration, logistics support for each system and associated engineering feasibility/system support studies. Due to funding and development constraints, the CBMS spirals will be implemented using Cost as an Independent Variable (CAIV) in obtaining requirements in the BCS System Capability Document (SCD). Requirements not met under Spiral 3 will be incorporated into future spirals. This is a follow-on to the original effort, which is on contract with TRS under contract number FA8722-05-C-0003. Spiral 3 will serve to implement CAIV requirements listed as priority 2?s in the BCS-F (Spiral 1) SCD currently on contract (F19628-03-C-0045) as well as the following: XML TBMCS interface, AN/TPS-75 mode 4, remote operator workstations, increased system capacities, Air Control Order integration, Link 16 improvements, network centric migration, hardware tech refresh for BCS-F, NATO Link 1, Mode 5, Weather XML interface, world wide coordinates, SIAP migration, Link 16 message sets and Sim, C2 decision tools, Enhanced Traffic Management System, and Distributed Mission Operations. The current effort for "Spiral 3" will have a period of performance (POP) of approximately 24 months. A Sources Sought Synopsis was published in FEDBIZOPS on 7 May 04 under the title ?Battle Control System (BCS) Spiral 3 & 4 Software Build (Contract F19628-03-C-0045). The Government intends to solicit and negotiate with Thales-Raytheon Systems Company, LLC under authority of FAR 6-302-1(a)(2)(ii) entitled "Only one responsible source and no other supplies or services will satisfy agency requirements:" Authorization to do this is contained under 10 U.S.C. 2304-(c)1. The Government considers that an award to any source other than TRS would likely result in substantial duplication of cost that is not expected to be recovered through competition and unacceptable delays in fulfilling the Government's requirements. The Government has determined that a new competitive solicitation for the BCS software would incur substantial duplication of costs, which would not be recovered through competition. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach. Additionally, this notice should not be construed as a commitment by the Government.
