Description
THIS IS A SOLE SOURCE SYNOPSISThe 45th Contracting Squadron has a sole source requirement for Confined Space and Structural Collapse (CSSC) training. This customized course provides training for 18 DOD personnel to acquire the knowledge and skills necessary to safely enter and conduct operations in a ?tactical? CSSC environment. Students will learn to perform skills such as use of the ROCO insertion extraction system (RIES), atmospheric monitoring, on air entries, use of mechanical advantages, single line lowers and emergency shoring systems. Certification includes NFPA Standard 1006: Confined Space Rescue (ROCO Technician level) and NFPA Standard 1006: Structural Collapse Rescue (ROCO Technician level). Following are mandatory requirements for training: Company/instructors must be OSHA certified VPP (Volunteer Protection Program), company/instructors must be certified to teach the ROCO Insertion Extraction System (RIES), company/instructors must be certified by NFPA 1006, at least 50% of the instructor staff that will conduct the training must have 10 or more years experience in the U.S. Military Special Operations, company/instructors must be qualified to teach atmospheric monitoring in a semi permissible environment, all of the training must be conducted in a simulated combat environment, company must provide/setup all props used in the course and training must be conducted during the hours of darkness. Mandatory Period of Performance must be April 17 ? 28, 2006. This is a Sole Source with The ROCO Corporation IAW FAR 6.302-1. The ROCO Corporation is the only source capable of fulfilling the government?s requirement as they are the only known source for training in Tactical CSSC in the U.S. available to provide the customized training and accommodate the required dates. No solicitation documents exist at this time. This item/service utilizes Standard Industrial Code (SIC) 8249 with a business size of $6.5M and North American Industry Classification System (NAICS) code of 611519. Interested firms may identify their capability to respond to this requirement. This notice of intent is not a request for competitive quotes; however, the government will consider any responses from capable sources received within 10 days after date of publication of this synopsis. 45 CONS/LGCB has determined that The ROCO Corporation is the only source capable of providing this requirement.
