Description
(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is 100% set-aside for small business. In the event that adequate small business quotes are not received, the set-aside will be dissolved and become unrestricted . (II) This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-07 dated 2 Feb 2006. (III) The associated NAICS code for this acquisition is 721110 and the size standard is $6.5M or le ss; standard industrial classification 7011. (IV) COMMERCIAL ITEM DESCRIPTION: The contractor shall provide the following Contract Line Item Numbers (CLINs): CLIN 0001 Lodging  Single Occupancy Rooms; SUBCLIN 000101: 09 - 16 May 2006 (2 persons), SUBCLIN 000102: 10  16 May 2006 (2 persons), SUBCLIN 000103: 11  16 May 2006 (20 persons).CLIN 0002 Lodging  Double Occupancy Rooms; SUBCLIN 000201: 09 - 16 May 2006 (10 persons), SUBCLIN 000202: 10  16 May 2006 (98 persons), SUBCLIN 000203: 11 - 16 May 200 6 (370 persons). The contractor shall not be obligated to continue performance beyond the estimated amounts. Statement of Work: 1.0 Scope of Work: 1.1 This contract is to provide lodging for Joint Task Force-Civil Support (JTF-CS) personnel on orders, m ilitary, civilians and contractors participating in training events scheduled by JTF-CS. The contract action is to consolidate Government exercise lodging and hotel support requirements to provide consolidated contracts supporting JTF-CS exercise mission. Lodging will be required during periods identified in resultant orders issued hereunder. 2.0 Description of Services  Lodging: 2.1 Accommodations shall be within 10 miles from Selfridge Air National Guard Base, Michigan. 2.2 The contractor shall prov ide for single/double occupancy. Spouses of members shall not be eligible for government furnished lodging under this contract except in cases where both husband and wife are attending this training event scheduled by JTF-CS. If a spouse who is not an ex ercise participant accompanies any member, eligibility for government furnished berthing under this contract will be relinquished and the government will not be responsible for any expenses incurred by the member or the spouse. 2.3 Only personnel identifi ed by JTF-CS and producing a current military or Government/contractor identification card at point of check in will be authorized lodging under this contract. If hotel permits any member to check in who is not authorized lodging under the contract, JTF-C S will not be responsible for any expense incurred by the unauthorized member. 2.4 The contractor is responsible for obtaining the signature of each participant on a hotel folio upon the persons check out. One copy of the hotel folio is to be submitted with the contractors invoice. The Government is obligated to pay only for those rooms used by authorized persons who are identified on the hotel folio. 2.5 The Government shall not be responsible for any additional charges such as hotel calls, room serv ices, pay per view movies, beverages, etc., under this contract. Individual members are responsible for individual charges. 2.6 Pricing of rooms shall include any and all taxes. 2.7 The Federal Travel Regulation indicates a maximum charge of $68.00 per day for lodging in the Selfridge vicinity. Quotes that exceed the maximum charge will not be considered. 3.0 Health and Safety: Contractor facilities shall comply with the applicable local/city and state health and fire regulations. 4.0 Points of Cont act Michigan Air National Guard Contracting: Debra Miller, (586) 307-5989. 5.0 Period of Performance: 9  16 May 2006 (Check out 16 May 2006). 6.0 Invoices: Invoices shall be submitted in accordance with DFAR Clause: 252.232-7003 Electronic Submission of Payment Requests (Jan 2004). 7.0 The Government reserves the right to make multiple Firm-Fixed Price awards resulting from this solicitation to the responsi ble offeror(s) whose offer, conforming to the solicitation, is most advantageous to the Government. The Government also reserves the right to award all or part of this solicitation or to split the award. Award will be made to the lowest price, conforming to the solicitation requirements. Anticipate contract award on or about 01 April 2006. (V) FOB POINT IS DESTINATION. Terms of the solicitation and specification remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of solicitation shall apply. Offers are due by 24 March 2006 no later than 12:00 P.M., Eastern Standard Time. Late Quotations MAY NOT be accepted. IMPORTANT NOTICE TO CONTRACTORS: Any award resulting from this solicitation will include DFA RS Clause 252.232-7003, Electronic Submission of Payment Requests. Section 1008 of the National Defense Authorization Act for Fiscal Year 2001 requires any claims for payments (invoices) under DoD contract to be submitted in electronic form. Wide Area Wo rkflow-Receipt and Acceptance (WAWF- RA) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is at no cost to the contractor. Contractors must complete vendor training, which is also available at no cost, at h ttp://www.wawftraining.com.
